The mayor of Peñalolén, Carolina Leitao (DC), assumed the spokesperson for the “Against” command ahead of the December 17 plebiscite of the constitutional proposal, where one of the points that is most questioned is the non-payment of contributions for the main home. She even pointed out that there would also be annoyance among her colleagues from Chile Vamos, but “the poor right-wing mayors have to stay silent because they can't say it.”

“What we are doing is highlighting the weaknesses of this bad text,” said the also president of the Chilean Association of Municipalities (AChM), in a new chapter of Al Pan Pan with Mirna Schindler. In the midst of cross accusations, Leitao pointed directly to the campaign of her opponents, ensuring that they are the ones who are not telling the truth, especially on the issue of contributions.

“We realized that those who lie or deliver false messages are the A Favor campaign,” said Leitao, warning that “the text is poorly written and therefore lends itself to interpretations that ultimately what they do is put the weakness on the text itself.” In his opinion, “if we are going to go to the Constitutional Court to discuss certain things later or if we are going to need 10 lawyers to interpret something, the truth is that it is a bad text.”

 

 

In this sense, the mayor of Peñalolén stated that the proposal has “things that hurt.” “You can't tell me that eliminating the payment of contributions is not going to mean reducing income for the poorest communities in our country,” he declared, questioning the articles approved by the Republican Party, which he described as an “absolutely populist” measure. and that in practice, if it were to be exercised, it would have great harmful effects for the communes of our country.”

Leitao maintained that municipalities are financed mainly through land tax, circulation permits and commercial licenses, with the land tax being the main source of income, contributing 58% of the resources to the municipal common fund. The elimination of this income, without an adequate replacement, he mentioned, could generate greater territorial distortion and inequality.

“The For campaign is putting a sweetener on something, on a project, to seek adherence to a text that does not have it, with a rule that is not going to be met. That is lying to the citizens, or if it is fulfilled, people will end up, the same ones who pay contributions today, will end up paying another tax to be able to replace that income. So who is lying to the people? I think this is with pear and apple,” said the DC community leader.
