Testimonies held by investigators indicate that from that place they dispatch bishops of influential politicians from the Valley who would be putting their hands in local hiring. The figures are millions if you take into account that Emcali moves an annual budget of 3.9 billion pesos; and the Mayor's Office, 4.6 billion.

Similar complaints, revealed by EL TIEMPO and by other media, in 2000, led to the intervention of Emcali, by the Government, when it was one step away from its liquidation and leaving the capital of the Valley in the midst of energy rationing. .

After returning it healthy, now it is sought to establish if powerful local political castes are dividing positions and contracts, as pointed out by congressmen and councilors to their union: SintraEmcali.

In fact, after denouncing alleged cost overruns in an energy measurement infrastructure contract –for 215,000 million pesos–, the union managed to put Cali at the epicenter of investigations for alleged corruption.

The comptroller general, Carlos Hernán Rodríguez, assured on Friday that the cost overruns would reach between 350 percent and one thousand percent.
