The investigation began in May due to the suspicion of irregularities in the activity of the protector, so the specialists began the appropriate steps to determine the specific activity that was carried out there, requesting various documents from both the Animal Identification Registry de Compañía de Aragón (RIACA), the Zaragoza City Council, the Department of Agriculture, Livestock and Environment of the Government of Aragon, as well as the protector itself.

Not vaccinated against rabies
From the analysis of all the information obtained during the investigation, Seprona was able to determine that the protector lacked the authorization of a zoological nucleus and that the Zaragoza Livestock Resources Unit did not contain any documentation such as a companion animal facility . After comparing the movements of entry and exit of animals from the protector with those registered in the RIACA database, it was found that these did not coincide, since more than 40 dogs were on the RIACA list but the protector did not He had given them to Seprona.
In addition , more than 20 dogs were found that had not been given the genetic profile, this extreme being mandatory in this capital, and that another 9 animals, according to the protector's documentation, were listed as adopted, being false. Regarding the procedures for the adoption of animals in said shelter, the agents also detected irregularities consisting in the collection of the person who was about to adopt , rates for adoption that could range between 130 euros and even reach 250in some case. Fees that should not be charged in the process of adopting animals to a legally established protector. In addition, the individual was not given any payment document and the adoption contracts lacked the signature of the protector.
Said protector also lacked an accounting book From the study of the documentation of the animal protector, a lack of data was detected in the movements of entry and exit of the specimens, since the names of the people who had been carried out did not appear. the assignments, nor that of the adopters or the place where the animals had been transferred. Dogs with lack of rabies vaccination or with incomplete data records were other irregularities detected.
Giveaway for a tattoo
In the middle of this month of December, the agents located, in a well-known social network , an advertisement from this protector to participate in the raffle for a tattoo that would take place in an establishment in Zaragoza. The participants, a maximum of 300 people, had to pay 3 euros to register for the aforementioned draw. After Seprona contacted the manager of the establishment where the tattoo would be made, he informed the agents that he was unaware of such publication and that he would not make any tattoos related to the protector's raffle.
Due to all of the above, this morning and once the proceedings had been completed, they were handed over to the Public Prosecutor's Office, DGA and the Zaragoza City Council, accounting for the infractions detected.
