You have to delete the registry files.
At first close Steam.
press windowsbutton + R
type in the field regedit
then delete the valve folders.
Hkey_Current_User\software\valve\ <--delete valve folder
Hkey_Local_Machine\software\valve\ <--delete valve folder.

now start steam.

You have to start with pressing:  CTRL + ALT + DELETE same time then >>> Open Gestionaire >> go to Processus then u have to search steam.exe select it than click on [Stop Processus] same thing to hl.exe  >>>>< re-run your STEAM and CS gl.
