Hello ! 

As first step , The Iphone block because of variety security reasons (like if you forget your password) 

So you can unlock your Iphone with Typing The Password that you've Already set in case of Iphone Block , If you don't  have this PW you can easily search to get Access from connecting to the Email that is related to the Play Store. 

If you don't neither have the Pw Or the Email you have to format your Iphone .

Try to connect your iPhone Device with Computer (Itunes).

If you don't have Itunes go download it , then open itunes plug in the iPhone with Pc and maybe it get's unblocked
