Follow this tutorial:

 

1. Make a text layer and duplicate it.

 

2. Cut those in two equal halves.

 

 

3. Make line with the line tool.

 

 

4. Blur the lower half.

hello , i can't find "navigator" it's "color" for me , i watched your image carefully , but i could not success to understand why i don't have that page , can you explain more how to "Cut" in equal halves ?
