[News] Algeria: The Finance Committee calls for granting authority to the Accounting Council to monitor finance

Members of the Finance and Budget Committee of the National People's Assembly, during their discussion of the draft budget settlement law for the year 2017 to invite the recommendations of the Accounting Council in the field of public finance control, called for granting him a judicial authority to activate his role and not to limit his functions as an advisory body,follow-up mechanisms and implementing the budget by resorting to new planning and outlook methods.

 

The members of the Finance and Budget Committee touched on the comments made by the Accounting Council in its report on the draft law that includes the budget settlement for the fiscal year 2017, where they demanded that its recommendations be taken into account, calling at the same time to give him a judicial authority to monitor public money and not be satisfied as a consultative body.

 

The committee members also called for limiting the reassessment of projects and stopping work with special allocation funds and auditing by modernizing exchange and follow-up mechanisms and implementing the budget by resorting to new planning and outlook methods.

The committee noted the poor tax collection and the failure to use available financial positions.

 

Finance Minister Abdel-Rahman Rawya emphasized that the revaluation of projects is witnessing a positive improvement in recent years and that the revaluation of projects is recorded less.

 

The Minister indicated that the tax collection is growing from year to year thanks to the measures taken in this regard.

Rawya considered that the parallel market and tax exemptions hinder the improvement of tax collection, noting that the expansion of tax centers at the national level and the optimal guarantee of tax agents will reduce the impact of these factors.

 

Concerning private allocation funds, the minister said that these funds do provide a "bit of freedom" to act, but they remain under control and will be reduced in the coming years thanks to the full implementation of the organic law of financial laws by 2023
