Hello , you cant change a game to other steam but you can make share .

How to make share ?

Go in account of game download the game , change account try to enter in game .

when you do this steam will send a emal with subject share games you must accept it and you will riceved all games of other account , or check the tutorial

Unfortunately when a key is activated on an account, it is tied to that account for the life of the account. You can't transfer the game to another account.
You can enable Family Library Sharing. First be sure you have Steam Guard security enabled via Steam > Settings > Account in the Steam Client. Then enable the sharing feature via Settings > Family,  where you'll also authorize specific computers and users to share.

with new steam updates you cant even trade a game already installed in your pc, you can just send it as a gift for anyone when you purchase it, and you will find it in your inventory

but you can share your games or your account with familly mod using a pin code to protect it, but you should be careful this can lead to steam alert, and lose your steam!
