  9. As ransomware attacks continue to plague local government entities — Bexar County Appraisal District was the latest victim — hackers’ methods and organizations have become more sophisticated. At least one hacker group identified by the FBI appears to have an HR department, performance reviews and an “employee of the month.” Professionals simulated these complex, highly targeted attacks this week at a student competition in San Antonio, sponsored by Raytheon Technologies as a way to train and recruit the next generation of cybersecurity professionals. The finals of the National Collegiate Cyber Defense Competition, held at the Hyatt Regency Hill County Resort and Spa from Thursday to Saturday, saw 10 teams from 10 schools across the country play defense against coordinated cyberattacks. More than 150 other teams had already been eliminated before this week.The competition is the largest of its kind in the country, organizers said. Students on the teams played the roles of cybersecurity professionals protecting a business under active attack from intruders. Meanwhile, behind closed doors, real cybersecurity professionals acted the part of the hackers, seeking to disrupt and shut down system after system: emails, cloud-based servers, internal data and even the help desk. Points were awarded to teams who repelled the attacks and restored their systems as quickly as possible. Inside the University of Texas at Austin’s team room, sophomore Rishabh Ahlawat worked furiously to configure a firewall that would protect the Longhorns’ cloud servers and even alert them to new intruders. The teams’ computers sprawled across the desks showed blue screens and massive walls of coding text. “It’s stressful, but it’s a fun kind of stressful,” Ahlawat said. The team lost points every minute a product server remained down. His lunch sat untouched in its paper bag. Ahlawat said when he first came to college, he didn’t envision a future in cybersecurity. But competitions like this one have convinced him to enter the field when he graduates.His story illustrates a powerful reason why Raytheon Technologies, one of the largest intelligence contractors and defense manufacturers in the world by revenue, has sponsored the annual competition, now in its 17th year. Two dozen or so professionals from the company helped run the event, acting as performance assessors, and roleplaying as hackers and customers. “This is what you don’t get in classrooms,” said Jon Check, senior director of Cyber Protection Solutions for Raytheon Intelligence & Space, a Raytheon subsidiary. He said the competition provides a way for students to hone their skills and see how the concepts they study apply to the real world. Of course in real life, cybersecurity more frequently takes the form of pre-emptive defense and recovery, rather than the intensive and condensed exercises experienced by these students. But cases like it do still happen. Ransomware attacks have risen for years in Texas, as they have across the country. In Texas, there were a just under just under 300 ransomware attacks in 2021, up nearly a third from 2020, according to FBI cybercrime statistics. In 2016 the FBI recorded 37 attacks of this kind in the state. In Bexar County, hackers last year launched a ransomware attack on Judson Independent School District, for which the district paid more than $500,000 to recover sensitive data. In March, the Bexar County Appraisal District found itself the target of an attack, though IT professionals detected the infiltration before it progressed through the entire network. A spokesman for the county department said critical systems were restored within days, and as of this week the restoration of all affected systems were “99% complete.” Assistant Chief Appraiser Scott Griscom said he could not say how attackers broke into the system, given that final findings of the investigation are not complete, but initial suspicions that it came through email have been disproven. Efforts are growing to counter these attacks. The White House recently signed legislation that will require a wide range of public and private entities affiliated with critical infrastructure to publicly disclose details about cyberattacks, including whether the organization paid a ransom. “That’s a big deal,” Check said, as historically many companies have chosen to simply hide it. For instance, Equifax, a consumer credit reporting agency, waited weeks before telling its 143 affected customers that their private data may be on the loose. Check said disclosing the hack helps law enforcement identify repeat attackers, puts other organizations on alert, and helps cybersecurity professionals know what kind of attacks to look out for. Elias Bou-Harb, director of UTSA’s Cyber Center for Security and Analytics, said one reason ransomware attacks are on the rise is because the infrastructure to launch them has gotten more accessible. He said there are now illicit service providers that sell off-the-shelf tools for launching ransomware attacks, so hackers no longer need to have as much technical expertise. Some of these tools-for-hire even sweep the internet to look for vulnerable systems. “The threat landscape is crazy. We’re in a cyber war,” Bou-Harb said. While cyberattacks grow increasingly sophisticated, there are ways to lower the risk of attack, experts say, for both individuals and organizations. It’s important to back up systems, (making sure those backups actually function, Bou-harb says), avoid reusing passwords (the jury is still out about writing down passwords), and be careful what you click on in emails. At this year's New York Times Dealbook Summit, essentially a series of interviews with mega-wealthy CEOs, Jen-Hsun Huang of Nvidia was asked about why he constantly feels that his company may one day bite the dust. "I don't think people are trying to put me out of business—I probably know they're trying to," he said. "I live in this condition where we're partly desperate, partly aspirational." With a current market cap of $1.155 trillion, more than double what it was three years ago and the 6th largest in the world, Nvidia is exceedingly unlikely to ever actually go bust overnight. Huang co-founded the graphics giant in 1993, with Chris Malachowsky (currently Nvidia's Senior VP of Engineering and Ops) and Curtis Priem (now retired), and has led the company since that time. Things were pretty shaky in the early years but given that it now dominates the GPU and AI industries, you'd be forgiven for thinking that Jen-Hsun's remarks are nothing more than a spot of marketing hyperbole."I like to live in that state where we're about to perish, and so I enjoy that condition," he explains, going on to say that he felt that he always does his best work in those circumstances.Top-flight CEOs constantly battling with a fear of failure is common, so the polite laughs from the summit's live audience weren't from a sense of disbelief of Huang but rather a recognition that if you're not wary and take your foot of the accelerator, then there will always be another competitor ready to jump in and take that top spot. Nvidia isn't alone in the GPU/AI world: AMD and Intel are ever-present, of course, as are the rising number of chip firms in China. In the same interview, Huang was asked for his thoughts on chip independence, i.e. having all of the major components required for a graphics card or AI accelerator being manufactured in the US. "Total supply chain independence is not a real practical thing for a decade or two," he said, pointing out that some of Nvidia's systems use as many as 32,000 parts.If you take a standard Nvidia graphics card, the GeForce RTX 4060 for example, the main GPU is made by TSMC in Taiwan. The silicon chip is packaged by a different firm and then stored in distribution centers in Hong Kong. The manufacturing of the circuit board, memory chips, electronic components, heatsink, fans, and so on, are all done by dozens of companies, scattered around the world. The most expensive and complex part is the GPU itself and at the moment, the most cost-effective way of making it is to use TSMC's fabrication plants in Taiwan or Samsung's facilities in South Korea. Having that all done exclusively in the US is the goal of chip independence but it's a massive financial gamble, and possibly something that Jen-Hsun also frets about each morning. An undercover investigator with Humane Society of the United States (HSUS) who worked as a kennel attendant at a Petland store in Novi, Michigan, documented sick puppies, dangerous conditions, and improper animal care. The investigator witnessed puppies being delivered in unmarked vans from out of state, transported in stacked crates in the dark. Puppies with bloody feces were made available to the public for purchase. Transportation documents revealed that the Petland store has sourced puppies from problematic puppy mills, at least five of which have been included in the HSUS Horrible Hundred report due to state and federal inspection records documenting egregious or repeated animal care violations. Researchers obtained transportation paperwork linking at least 11 additional Michigan stores to known puppy mills. Some puppies suffered from wounds, congenital defects, hacking coughs, eye and nasal discharge, or vomiting and diarrhea. Others were lethargic, shivering or refused to eat. Some puppies had bloody feces but were still available for purchase, despite store staff being aware of these concerning issues. A Petland manager indicated that Freeman Raber in Ohio was one of their steadiest puppy suppliers, and had been sending the store puppies for about a decade. Raber was in the HSUS 2023 Horrible Hundred report after a state inspector cited him for improperly doing his own surgical procedures on several litters of puppies; the state report described the violation as “egregious.” Several puppies arrived at the store with obvious abdominal wounds. The consulting veterinarian described some of the wounds as repaired hernias, but in some cases, the incisions were opening back up and seemed infected. Some of the other puppies had issues such as abnormal masses, soft spots on their skulls, and other signs of congenital defects. On several occasions, puppies fell out of their stacked cages and hit the hard floor. Conversations with Petland employees indicated this was a recurring problem and had led to broken bones. The HSUS investigator recorded as puppies were unloaded from stacked metal cages in dark, crowded distributor vans with out-of-state tags. One of the workers used a flashlight to pick out the dogs who were going to Petland; the other dogs would be delivered to additional pet stores on the route. One of the van workers complained openly about having to go back to Illinois to pick up “more of these f**king yipping dogs.” “From a bleak start in a puppy mill, an interstate drive in a darkened, crowded van, and then suffering from illnesses and unsafe conditions on a sales floor… that is no life for a puppy,” said Blake Goodman, Michigan state director for the Humane Society of the United States. “No Michigander would knowingly put their beloved family pet through that, which is why we must put a stop to the retail sale of puppies in pet stores. Our state has a chance right now to do this by passing HB 4838 into law—further shrinking the number of stores where Midwest puppy mills can legally sell their puppies and helping shutter the industry across our region once and for all. Michiganders can make a difference on an individual level right now by refusing to buy a puppy from a pet store this holiday season—if you’re looking to add a new pet to your family, please adopt from your local shelter or visit a responsible breeder in person.” The investigation at the Petland store, which took place from July to September 2023, is one of a total of 10 Petland stores that HSUS has investigated since 2018. The investigations consistently found sick and dying puppies in the stores and deceptive sales tactics resulting in customers paying thousands of dollars to save their new, sick puppy. The chain has sold puppies sourced from puppy mills that have been cited by state or federal inspectors for filthy conditions, exposure to extreme temperatures, failure to provide proper veterinary care for puncture wounds, infections and other issues. HSUS researchers reviewed paperwork for 12 puppy-selling stores in Michigan altogether, discovering that each of the stores were selling puppies from out-of-state puppy mills, many of which had state or federal violations for issues such as dogs with bleeding wounds, and sick, injured, dirty, or matted dogs. HSUS researchers found that pet stores in Michigan were sourcing puppies from more than 160 different out-of-state commercial breeders, also known as puppy mills. The investigation proved what animal advocates have been saying for decades: puppies don’t belong in pet stores, and most of the puppies in stores come from puppy mills. HB 4838, introduced in June 2023, would end the sale of puppies, kittens, and rabbits in retail stores across the state, pushing the public toward more humane sources of puppies, such as small, local breeders, reputable pet rescue groups, and animal shelters. The bill has 32 co-sponsors in the House. Sixty pet supply stores that do not sell puppies have endorsed the bill, which is nearly four times more than the number of stores that sell puppies in the state.
