The Scottish government is expected to target the country's higher earners when it unveils its tax and spending plans for next year. Finance Secretary John Swinney said his budget would include "decisive action" to tackle the cost of living crisis. This is likely to include cutting the threshold at which people start paying the top 46p rate of income tax from its current level of £150,000. There has been speculation that middle earners may also need to pay more. Income tax rates in Scotland, as well as several other taxes, are set by the Scottish government rather than by UK Chancellor Jeremy Hunt. BBC Scotland political editor Glenn Campbell said the government knows it will be criticised whatever it decides to do on taxation, with the SNP's manifesto at the last Holyrood election promising not to raise income tax rates or bands during this parliamentary term. He added: "I would expect for a start that he will lower the threshold for the top rate of income tax in Scotland - as the UK government has already done. "I wouldn't be surprised if he goes much further on tax. I think tax is the key to this budget." Mr Hunt announced last month that the UK government would cut the threshold at which people start paying the top rate of tax in England, Wales and Northern Ireland to £125,000, and Mr Swinney is expected to at least match that. There have been newspaper reports that the government is also considering raising the 41p and 46p tax rates. The Scottish government has frozen the threshold for the 41p higher rate in recent years - it currently begins at £43,663 in Scotland, compared to £50,271 elsewhere in the UK - and could continue to do so. A female Tasmanian tiger that died in 1936, not a male named Benjamin, was actually the last surviving member of this extinct species. The female's remains had been hidden in museum storage. (Image credit: Tasmanian Museum and Gallery (TMAG)) It has long been believed that Benjamin, a male Tasmanian tiger (Thylacinus cynocephalus), was the last surviving member of this now-extinct species of striped marsupial. However, new evidence confirms that three years after Benjamin died, the death of an elderly female actually marked the species' true extinction and that its remains had been hiding in plain sight. Curators at the Tasmanian Museum and Gallery (TMAG) in Tasmania, Australia, made the startling discovery while searching for the female thylacine's remains in museum storage, where they found its skin and bones in a cabinet. For a time, the specimen (which curators didn't realize was the last known thylacine on record) had traveled to area schools for educational demonstrations about thylacine anatomy, according to a museum statement(opens in new tab). In 1936, a trapper named Elias Churchill captured the marsupial and sold it to the Hobart Zoo, where it soon died. The zoo donated the Tasmanian tiger's remains to the museum, but in the nearly 90 years since the exchange, the specimen's whereabouts were unknown, adding to the "zoological mystery," according to the statement. Benjamin, on the other hand, had died three years earlier, in 1933, also while living in captivity, making him the penultimate survivor of the species. "When the last thylacine died in [the zoo], it was reported that its body had been sent to the museum, but it was never identified," Kathryn Medlock, co-author of an upcoming study about the finding and TMAG's honorary curator of vertebrate zoology, told Live Science in an email. "Many people attempted to [identify it] by matching up the banding pattern without knowing that they were using a photograph of the second-to-last thylacine [Benjamin] rather than the last, which was never photographed." Determined to solve the mystery, Medlock and study co-author Robert Paddle(opens in new tab), a comparative psychologist at the Australian Catholic University, went searching through the museum's archives for the remains. "I often thought that it might be there," Medlock said. "I found a mention of the museum's taxidermist working on a thylacine in an old (unpublished) annual report for 1936 and 1937. This was the first written confirmation of the thylacine arriving at the museum. The zoo attendants did not treat the Tasmanian tiger well, often forgetting to feed the animal and keeping it outside, rather than letting it into its sheltered sleeping quarters, according to the book "The Last Tasmanian Tiger: The History and Extinction of the Thylacine(opens in new tab)" (Cambridge University Press, 2000). "It's only recently that I've been able to do a thorough review of the TMAG thylacine collection," she added. "I found that two of the six skins and mounts couldn't be traced to a recorded donation. One of these was prepared extremely well; the other had been roughly removed from the body and was missing its nose, feet and tail, and was not tanned very well." The female thylacine's body had been skinned, and the disjointed skeleton was divided into sections, making it portable for travel purposes as part of the museum's educational collection, according to the statement. Researchers aren't sure how old the female Tasmanian tiger was when it died, only that "the skeleton reveals that it was a very old animal," Medlock said. "Its teeth are extremely worn down, and the wear is evenly distributed across all tooth types." "I think that the identification of the specimen, and its display in the Tasmanian Museum, will encourage people to reflect on how easily a species can go extinct — almost before anyone noticed," Medlock said. While our rendering is partly inspired by the Chevy Blazer EV, its two-door body style is one notable Camaro tie-in. There's a good chance Chevy will slap a Camaro badge on an electric SUV within the next few years. We're not just pulling that out of our you-know-whats, either. Following reports of an upcoming Chevy Corvette subbrand, we've heard that GM is planning other spinoffs of po[CENSORED]r nameplates in its sizable portfolio, including Chevrolet's iconic pony car, the Camaro. The two-door version in our rendering also shares a rear quarter window that kicks up just like on the regular Camaro, and their shoulder lines are similar, too. The side surfacing also looks a lot cleaner than the Blazer's busy bodywork. A set of massive 10-spoke rims mounted on Continental tires nicely fill out the ute's wheel arches, and the whole aesthetic combines for a sporty stance. Meanwhile, the hypothetical Camaro's mug draws heavily from the design of the upcoming Chevy Blazer EV. Morrisons The Best Triple Smoked Scottish Salmon With Orange £4.50 for 130g Given the questionable desirability of smoking something as delicate as fish three times over, this is surprisingly mild – in fact, the fish could have done with a bit more flavour to stand up to the aggressively citrussy chunks of peel on top, which sadly look better than they taste. The blackthorn refers not to any sloe berry flavouring, but to a brand of Scottish sea salt that seems to have been similarly generously deployed, and paired with a fairly strident smoke. This would be best served with plenty of brown bread and butter or cream cheese to balance the salt. 7/10 Lidl Deluxe Royal Smoked Scottish Salmon Fillet with Gold Dusting £9.99 for 200g If you want to really wow your guests – as in, stun them into goggling silence with the sheer strength of your canapé game – then this gold-dusted hunk of fishy bling is for you. The salmon itself has a good texture and a fairly mellow smoke, but let’s be honest, all anyone’s interested in is the gold. Cut into chunky gold-topped slices and party like King Croesus himself – definitely one to bear in mind for New Year’s Eve, too. 9/10 Morrisons The Best King Prawn Cocktail £5 for 400g My first reaction when I finally found some prawns at the bottom of the pot was to wonder what the legal definition of a king prawn is, because I’d expected something bigger than these little fellas – and given that, with seafood at least, smaller is usually better, less disappointingly bland as well. Fortunately the sauce packs enough of a boozy sweet and sour punch that if you stick them on top of some shredded iceberg, and top with cucumber cubes and cayenne pepper, no one is going to complain. Millions of energy-efficient lightbulbs are needed to help Ukraine cope with Russian attacks on the country's energy system, President Zelensky has said. Speaking at a conference in Paris, he argued that one of the keys to stopping Russian aggression was to guarantee Ukraine's energy stability. Generators are now "as necessary in Ukraine as armoured vehicles and bulletproof vests", he said. Russian strikes on Ukraine's energy grid have left millions without power. With winter temperatures in parts of the country often below zero for weeks on end, Ukraine has accused Russia of using the cold weather as a weapon against its civilian po[CENSORED]tion. Many parts of the country now only have electricity for a few hours a day. The damage to Ukraine's energy infrastructure has caused an average shortfall of about two-and-a-half gigawatts of power, Volodymyr Zelensky told an international aid conference on Tuesday. But supplying the country with 50 million LED lightbulbs, which use less energy than older varieties, would save around one gigawatt of power - reducing the shortfall by about 40%. The EU has already committed to sending 30 million bulbs. "In these times of suffering and darkness, it is so important to bring light to Ukraine," European Commission President Ursula von der Leyen said. Around 12 million people in Ukraine are now disconnected from the electricity grid, President Zelensky told the Paris conference, which was organised to help Ukraine get through winter and to plan the country's reconstruction. "Unfortunately, this is a typical situation for us. And we expect new Russian strikes every day, which can dramatically increase the number of shutdowns." Blackouts, both scheduled and unscheduled, have affected almost every region of the country, some lasting days at a time. Many critical services are relying on generators to keep the lights on, including hospitals and other medical facilities which are forced to limit the number of patients they treat. "We are prioritising emergencies, trauma injuries, anything related to the war. We understand the consequences," Ukraine's Health Minister Viktor Liashko told the BBC. President Zelensky said more generators were urgently needed, as well as specialist equipment to repair the energy infrastructure. Restoring Ukraine's power grid would cost about €1.5bn (£1.3bn), he said. Pledges at the conference totalled a little over €1bn, France's foreign minister said, with €415m allocated to energy. French President Emmanuel Macron, who hosted Tuesday's conference, described Russia's strikes on Ukraine's power grid as "cynical" and "cowardly". "They violate without any doubt the most basic principles of humanitarian law. These acts are intolerable and will not go unpunished." Despite its semi-final exit, Morocco's inspiring story will remain a model for underdogs in future World Cups. France will face Argentina on Sunday in the FIFA World Cup final after defeating Morocco 2-0 tonight in the semi-finals. With the tournament's best defense and arguably most effective attack taking on each other, the game was a contest of tactics and playing philosophy. France came with the weight and aura of world champions, while Morocco sought to extend its widely celebrated tale of the underdog upsetting the footballing status quo. France opened the scoring through Theo Hernandez early in the first half of the match, taking advantage of a rare moment of panic in Morocco's usually impregnable defensive setup and forcing the Atlas Lions to create more space as they chased an equalizer. But Morocco mostly stayed put after France's goal, with Sofyan Amrabat and Azzedine Ounahi ever eager to take the game to France and dictate more tempo, assurance, and belief for a Moroccan squad now tasked with the difficult assignment of containing France's quick transitions while scoring a much-needed equalizing goal. Taking up the challenge of bringing Morocco back in the game, Ounahi attempted an exquisite long-distance strike that forced the game's first save from France's goalkeeper Hugo Lloris. With over 60% of ball possession for Morocco and multiple passes, the Atlas Lion Hakim Ziyech made an eye-catching attempt in the 16 minute of the game but it soon ended with a counterattack from France led by Olivier Giroud. Giroud was close to scoring a second goal for the French team but the AC Milan striker ended up hitting the goal spot. Morocco's scares added up minutes later after an injured Romain Saiss was forced to yield his place to Selim Amllah. Saiss caught a serious leg injury during Morocco’s game against Spain in the round of 16. The injury had also sent Saiss out of the football pitch in the Morocco vs Portugal quarterfinals game on Saturday. Mbappe’s speed was key in breaking Morocco’s defensive line, with his passes backed by his colleague Fernandez. In the 44th minute, Morocco’s Jawad Yamiq made a spectacular double-kick shot that could not go through due to the post but will definitely be spoken about for a week or longer. Morocco started the second half with a better balance but France continued its tactics attempting to break Morocco’s defense and made dangerous scoring attempts against Bounou. In the 50th minute, Sofyane Amrabat – a key defender in the national squad, stopped a powerful counterattack attempt from Mbappe near the penalty square. Throughout the second half of the match, Morocco proved to be up to the task and put France under immense pressure. The fans made the game more spectacular with their patriotic chants, such as “Dima Maghreb” (Morocco forever) and the famous “Sir, Sir, Sir” (go), among others to cheer up the Atlas Lions. In the 79th minute, however, France’s Randal Kolo Muani scored a second goal that definitely buried the game for Morocco. Despite the exit, Morocco’s Atlas Lions achieved an honorable record at this World Cup. Regardless of tonight's outcome, Atlas Lions fans had insisted before kickoff, Morocco has made history and energized other underdogs for future World Cups. Conservative MP Adam Afriyie has been made bankrupt after a judge heard he owed around £1m to HMRC and £700,000 to Barclays bank. A bankruptcy order was made against the MP at a hearing in the Insolvency and Companies Court on Tuesday. The Windsor MP had already announced he would be standing down at the next election, saying with Brexit "concluded" it was the "right time". Responding to the court order, Mr Afriyie said it was "a stressful time". "This has been ongoing for many years following business failures some time ago. "I am ultimately responsibly for some of the bank borrowing through personal guarantee. I've been trying to sell our home and downsize for some time, but it's a tough market. "It'll be tough for a while, but I'm far from the only person in a difficult position, and I will continue to do my best to support my constituents until the next general election when I'll be standing down." Mr Afriyie had asked for the court proceedings to be adjourned until March arguing he would be able to pay off his debts by selling off a property. MP to stand down at next general election Tory election candidate in bankruptcy court action However, HMRC and Barclays opposed pausing the case, with the bank's barrister arguing that the company had "lost patience" adding: "We have seen no credible evidence that the property will be sold any time soon." Judge Nicolas Briggs agreed concluding: "There have been six hearings already of this matter so time really has run out. "I shall make a bankruptcy order. It seems to me there is no evidence of there being any reasonable prospects of paying debts in full." Researchers in South America have observed two examples of never-before-seen alliances between rival male jaguars. Rival male jaguars are unexpectedly teaming up for years at a time to search for mates, researchers have found. Male jaguars are usually solitary creatures that spend the majority of their lives wandering alone in the wilderness, only crossing paths with other jaguars to mate with females or to defend their territory from rivals. However, in an unexpected twist, researchers have uncovered evidence of rare and never-before-seen male jaguar (Panthera onca) pairs that live closely alongside one another for up to seven years. The big cats likely form these unlikely alliances because potential female mates have become more geographically concentrated, which has forced the male big cats to share individual territories between them. In a new study, published earlier this year in the journal Behavioral Ecology and Sociobiology(opens in new tab), researchers analyzed camera trap footage, GPS data and in-field observations from five different studies carried out across South America, and they uncovered two examples of these male big-cat bromances. In both cases, the coalitions lasted for at least five years before the unlikely friends parted ways. Related: Jaguar kills another predatory cat in never-before-seen footage "This novel finding shows that, when it serves their purpose of gaining greater access to prey, mates, and territory, wild male jaguars may collaborate, cooperate, and even form long-term relationships with former competitors," study co-author Allison Devlin(opens in new tab), a big cat ecologist and deputy director of the jaguar program at the big-cat conservation organization Panthera, said in a statement(opens in new tab). The team analyzed more than 7,000 records of jaguars and found 105 interactions between males. Of these male interactions, 18 were considered to be aggressive, nine were deemed as social intolerance — meaning the males kept their distance from one another but didn't clash — and 70 showed signs of cooperation, with the rest being uncategorized. But after looking closely at the cooperative interactions, the team realized that these behaviors were mainly from two different bromances. The first pair was observed in the Brazilian region of the Pantanal, a vast wetland ecosystem that stretches into Bolivia and Paraguay. This alliance started in 2006 and ended in 2014 when one of the jaguars was likely killed. The pair patrolled territories together, communicated vocally with one other, rested side by side and on one occasion even shared a meal together. The second pair was seen between 2013 and 2018 in Los Llanos, a flat depression that covers around a quarter of Venezuela. Surprisingly, both jaguars in this pair successfully mated with multiple females during this time. It is unclear what happened to the pair after 2018. Two more pairs of male jaguars were spotted in the Brazilian Pantanal, in 2010 and 2019, but these toothy twosomes were only seen together on one occasion each. After identifying the unlikely bromances, the researchers turned their attention to what may be causing the jaguars to buddy up. Initially, the team suspected that the alliances were born from cooperative hunting. However, in both habitats in which the pairs were seen, there was an abundance of available prey, such as capybaras, tapir, caimans, turtles and domestic livestock. Additionally, in sightings, none of the duos showed evidence of cooperative hunting. Instead, the researchers believe that the bromances are a response to an increasingly high concentration of available females. In both cases, the geographical ranges of female jaguars have decreased due to habitat destruction and poaching, meaning there are more females in a smaller area. The team suspects that the male jaguars are teaming up to split up the potential mates between them rather than risk losing their territory to another male. The successful breeding by both males in the Venezuelan jaguar pair suggests that this is most likely the case. Cooperation between males has been previously observed in lions and cheetahs, but in these species the coalitions normally contain more than two individuals and are set within a group structure. In lions and cheetahs, alliances are also influenced by the number of available females but to a lesser degree. The researchers are excited to have discovered the new behavior but are cautious about how significant it could be because of how rare it is. In the study, just 0.1% of total male jaguar sightings included cooperative behavior between males. The team also acknowledges that further multi-generational studies are needed to show if there is any evolutionary benefit to the newly observed behavior. "The secret life of jaguars is more complex than previously thought," Devlin said. Subaru warned owners to park affected vehicles away from garages, car ports and other structures until a repair has been completed. The recall has not yet appeared on the NHTSA website, but Subaru gave an official statement here, and plans to contact owners by mail within 60 days. Subaru is issuing a safety recall for certain 2019-2022 Ascent SUVs. In an email to Car and Driver, Subaru confirmed that the recall affects 271,694 vehicles, a figure which will be represented in a National Highway Traffic Safety Administration (NHTSA) posting tomorrow. According to Subaru, the issue stems from a ground bolt that secures the ground terminal of the Positive Temperature Coefficient (PTC) heater being improperly fastened during production. In affected vehicles, the loose bolt increases the chance of the ground terminal melting while the PTC is in use, which could lead to a fire. At the time of issuing the recall, Subaru does not know of any crashes or injuries related to the potential defect. The manufacturer will replace the PTC Heater Ground Bolts at no cost to owners, and may replace the ground wire and connector holder if deemed necessary. According to the statement from Subaru, 0.6 percent of the recalled vehicles will require ground and connector replacement. Until repairs are completed, Subaru is warning owners to park away from garages, car ports and other structures due to the risk of a fire. Serhiy Haidai said a hotel where the group met in Kadiivka, Luhansk, had been hit with major losses. The BBC was unable to independently verify Wagner's presence at the hotel. Fighting also raged in southern Ukraine over the weekend, with Russia targeting Odesa and Ukraine bombarding a target in the occupied city of Melitopol. Wagner are state-sponsored mercenaries who act in the Kremlin's interests, according to Western experts. The private military company, set up by Yevgeny Prigozhin, a former restaurateur and close associate of Russian President Vladimir Putin, has repeatedly been accused of war crimes and human rights abuses. Wagner units have previously been deployed in Crimea, Syria, Libya, Mali and the Central African Republic. In the Kadiivka strike, Mr Haidai said Russia had suffered "significant losses" and he expected "at least 50%" of the surviving forces to die due to a lack of medical treatment. During a phone call with Ukrainian leader Volodymyr Zelensky, US President Joe Biden said Washington was prioritising efforts to help boost Ukraine's air defence systems. The pair also spoke about Mr Zelensky's desire for a "just peace" with Russia "based on fundamental principles enshrined in the UN Charter", the White House said. The attack on the "Wagner HQ", in the east, came amid further fighting in southern Ukraine. On Saturday, the Ukrainian army said it had shot down 10 drones, with another five hitting energy facilities in the port city of Odesa - leaving some 1.5 million people without power. "The situation in the Odesa region is very difficult," President Zelensky said in his nightly video address. "Unfortunately the hits were critical, so it takes more than just time to restore electricity. It doesn't take hours, but a few days." Key infrastructure was hit by Russia's Iran-made drones, according to Ukrainian officials. German Chancellor Olaf Scholz is due to host an online meeting of G7 leaders on Monday, where further sanctions on Russia and Iran will be discussed. The proposed measures would target Iran over its supply of drones to Russia, while the ninth package of Russia sanctions would place almost 200 more individuals on an EU sanctions list. In Melitopol, pro-Moscow authorities said a Ukrainian missile attack had killed two people and injured 10. Images shared by a Moscow-installed official there showed a big fire. "Air defence systems destroyed two missiles, four reached their targets," Yevgeny Balitsky, the Russia-installed governor of the city, said on the Telegram messaging app. He added that a "recreation centre" where people were dining had been destroyed in the attack, and that Ukrainian forces had used US-supplied Himars rocket launchers. This weapon has played a key role in Ukraine's counter-offensive, being used to target locations away from the frontlines, including Russia's command posts.
