The Unique Identification Authority of India has made document update facility online for Aadhaar free till June 14, an official statement said on Wednesday. Earlier, residents were required to pay Rs. 25 to update their documents on the Aadhaar portal. "The Unique Identification Authority of India (UIDAI) has decided to allow residents to update documents in their Aadhaar online free of cost, a people-centric move that will benefit millions of residents...The free service is available for the next three months, i.e., March 15 to June 14, 2023," the official statement said. As per Aadhaar Enrolment and Update Regulations, 2016, Aadhaar number holders may, on completion of every 10 years from the date of enrolment for Aadhaar, update their supporting documents in Aadhaar, at least once, by submitting proof of identity (POI) and proof of address (POA) documents, so as to ensure the continued accuracy of their information. "It is important to note that this service is free only on myAadhaar portal and will continue to attract a fee of Rs. 50 at physical Aadhaar centres, as in the case earlier," the statement said. Today, Apple has seen fit to release the fourth developer beta of its upcoming 16.4, iPadOS 16.4, and macOS 13.3 watchOS 9.4 to developers for testing purposes. The company released the fourth beta a week after beta 3 was released for all compatible devices. If you are a developer, you can download and install the latest beta builds from the Developer Center for free. Scroll down for more details on the newest beta builds and what you can expect. iOS 16.4, iPadOS 16.4, macOS 13.3, and watchOS 9.4 Beta 4 released to developers for testing purposes If you are a registered developer, you can download the latest iOS 16.4 and iPadOS 16.4 beta 4 from the Apple Developer Center on all compatible iPhone and iPad devices. Make sure that you install the proper configuration profile from the Developer Center. once you do that, the update will be available over the air through Settings > General. Apart from iOS 16.4, Apple has also released beta 4 of its upcoming macOS 13,3 update. If you are interested in giving it a swing, the latest beta can be downloaded from the Apple Developer Center by installing a proper configuration profile. Once you do that the update will be available from the Software Update mechanism in System Settings. Lastly, Apple has also released watchOS 9.4 beta 4 to developers for testing purposes, You can download the latest build from the Developer Center, Make sure that you install the proper configuration profile from the Developer Center. The update will be available through the dedicated Apple Watch app on your iPhone. Simply head over to General > Software Update. NVIDIA DLSS vs AMD FSR: A Growing List of Games, Dev Support But Who Really Stands Ahead In The Race For Upscaling Dominance The recent advent of upscaling technologies has changed the PC gaming segment as a whole. NVIDIA's DLSS and AMD's FSR are now considered vital tech & it's not just gamers who benefit from these but also game developers who are trying to make sure to get their latest titles to support the new technology. Recently, we saw NVIDIA and AMD talk about the adoption rate of the newest upscaling technologies so we decided to take a look at what that really means and which one of the two has a definitive edge over the other. Although the actual prospect of the technology won't be realized until the second generation of the technology, aptly named DLSS 2, there were signs that the tech would be a game changer. A game changer was when DLSS 2 hit the street, prompting rival AMD to release its very own upscaling tech known as FSR. The main difference between the two technologies was that NVIDIA's DLSS used a more AI-driven approach that leveraged its Tensor Core technology to upscale and enhance the frame over the native resolution while AMD used a more standardized GPU-driven approach with a focus on being more open-source and friendlier to devs. This was done to catch up with DLSS's adoption rate which had the aforementioned head start. FSR also introduce a hardware-agnostic path which made GTX and RTX GPUs utilize the technology too. Since then, NVIDIA's DLSS 2 and AMD's FSR 2 have become mainstream technologies that play are very important to gamers. One might see them as simple frame-boosting algorithms but the overall principle is more than that. Recently, both NVIDIA & AMD have thrown away numbers showcasing the adoption of their upscaling technologies. NVIDIA states that they have 270+ applications that support DLSS (All Formats 1/2/3) while AMD has touted up to 250+ applications that support FSR (All Formats 1/2). Once again, FSR is easy to integrate but the specific version that is is the first generation of FSR (FSR 1) which is predominately legacy spatial upscaling. Similarly, NVIDIA's NIS spatial upscaling can be injected across all games via their Control Panel. So that leads us to the next point of comparison which is also the main reason for this comparative article. The number that AMD has put out of 110 games supporting FSR 2 includes available and upcoming titles whereas the actual number of games that support the technology is 68 (Full list available here). Meanwhile, NVIDIA DLSS 2 is released in over 260 games. That's almost 4x the DLSS 2 titles compared to AMD's FSR 2. As opposed to the first generation, the second generation of each tech is pretty similar when it comes to the work required to integrate within games. There's more though, we took upon Steam to see the list of Top Played and also Top-Selling games and what kind of upscaling technologies they have on offer. During the WeeklyMTG livestream's first look at the upcoming Lord Of The Rings: Tales Of Middle-earth expansion for Magic: The Gathering, Wizards Of The Coast revealed a special variant version of The One Ring. While card variants are nothing new for Magic, this particular card has an interesting--and appropriate--wrinkle: only one copy will ever be printed. The special "1-of-1 One Ring" variant is a traditional foil card showcasing the iconic artifact, with a "001/001" indicator just above the text box and all written text replicating that which is inscribed on the ring. The announcement came alongside the reveal of Sol Ring reprints that pay tribute to the Elven, Dwarven, and Human rings of LOTR legend. This special variant of The One Ring will only be found in an English-language Collectors Booster pack when the set launches this summer. According to the official Amazon listing for Collectors Booster packs, "the odds of a Collector Booster including The One Ring (Serialized 1 of 1) card is <.00003%," or as Twitter user ChiStyleGaming describes it, "in other words, WotC projects ~3 million Collector Booster packs in circulation. You’ll need to open ~250K Collector Booster boxes at $440/each ($110M) to find the Ring." Here's hoping we can avoid that fiasco this time around. Remember Error 37? We first encountered it on May 8, 2012, one week before the launch of Diablo 3, when Blizzard gave us a heads-up that the error might pop when we tried to get into the game on launch day—but it was "no cause for concern,(opens in new tab)" they told us. Just, you know, give it a minute and try again. Of course, it very much was a cause for concern. The Diablo 3 launch was "shaky," as we put it (very gently) in our summary(opens in new tab) of the release day situation. Servers were crushed as people struggled for hours to get in: Our "review as it happens(opens in new tab)" reflected the mood of the moment, calling the rash of errors, disconnects, and progress resets "utter bullshit." Blizzard was able to get things stabilized for most players within a day or two, and we ultimately gave the game an outstanding 90% in our full review. But the scars remain on Metacritic(opens in new tab), where Diablo 4 to this day holds a lowly 4.2 rating across more than 10,000 user reviews. And the mess reverberated beyond just review scores and angry comments: Blizzard refused to issue refunds to frustrated players in South Korea, which led to formal complaints and a stern talking-to from that country's Fair Trade Commission. Attitudes were quickly adjusted, and a few weeks later Blizzard's "no refunds" policy fell by the wayside(opens in new tab). (In South Korea, at least.) And despite all the years past, fans haven't forgotten: What was particularly infuriating about the whole Error 37 debacle is that it prevented players from accessing Diablo 3 at all, even if they wanted to play the singleplayer campaign. Diablo 3 is always online, even if you're playing by yourself: Blizzard co-founder Mike Morhaime explained after it launched (and while players were still dicking around with its various issues) that being connected to the internet full-time was "critical" to Diablo 3's "long-term integrity(opens in new tab)," apparently even if it meant people couldn't actually get into the damn thing. (Morhaime also defended the infamous Diablo 3 Auction House, saying Blizzard aimed to "provide convenience and peace of mind" for players who might otherwise be tempted to use third-party marketplaces to buy and sell items. The chancellor has announced an extension to energy bills support and £180m for the Welsh government in his budget. Jeremy Hunt's phased extension of childcare to children from nine months old in England has put Labour ministers under pressure to match the plans. Other announcements include £20m to restore Holyhead Breakwater. Wales' First Minister Mark Drakeford said the chancellor delivered "less than a bare minimum budget". The extra £180m over two years was said by the leading think tank the Institute for Fiscal Studies (IFS) to be triggered mostly by the extra English spending on childcare, a matter which is devolved in Wales. Meanwhile people on pre-payment meters have been promised energy charges more in line with direct debits bills, and work capability assessments for disability benefits are to end. Calling his announcement a "budget for growth", Mr Hunt said government experts believe the UK will not enter a technical recession this year. That means the economy will not shrink for two seasons (three-month periods) in a row. Fuel duty has been frozen for another year, and alcohol duty will rise by inflation but will be cut for beer sold in pubs. Childcare in Wales is controlled by the Welsh Labour government, which already offers 30 hours free childcare for three and four year olds to parents in work or training. It has plans to extend it to all two year olds, and some provision is available from age two in Flying Start areas. Childcare The Welsh government is under pressure from the Conservatives and Plaid Cymru to bring its childcare plans more into line with the UK government's in England. Extending the scheme has not been ruled out - Labour ministers want to crunch the numbers before making a decision. Mr Hunt's promise of 30 hours for working families from the age of nine months would fully come into force from September 2025, but only in England. The Welsh and English schemes are different and the Welsh government offers more support for parents in training. Ben Lake, of Labour's co-operation agreement partners Plaid Cymru, said: "The Labour government must now go faster and commit to using new funds to deliver Plaid Cymru's policy of universal childcare in full." Welsh Conservatives called for the Labour Welsh government to use the additional funding to guarantee "people in Wales have the same opportunity to reach their full potential". In response, Finance Minister Rebecca Evans said the Welsh childcare package had previously been the "most generous offer anywhere in the UK". She told BBC Wales: "Obviously we'll be looking to see what consequential funding has flowed through and what our choices are." Energy The UK government has decided to extend its key energy support package for another three months. Typical energy bills in Britain had been due to rise to £3,000 a year, but will be kept to an average of £2,500. Costs will still rise though, as a £400 winter fuel payment will not be renewed. Around 200,000 households use pre-payment meters. The chancellor promised the premium paid on the meters - meaning the energy can be more expensive than when bought through direct debit - will be removed. Extra £180m for Welsh government The announcement saw an extra £180m for the Welsh government over two years. This is what is known as a consequential - the result of a complicated funding formula and a knock-on from new money being spent in England. It is a tiny sum in the overall budget for Wales, which stands at roughly £20bn. David Phillips of the Institute for Fiscal Studies said it was triggered mostly by childcare spending, plus some funding for specific things. By 2026-27, the policy would generate £250m a year for Wales. "But this is in the context of a wider squeeze on spending planned from 2025 onwards," he said. The Welsh government can, as always, spend the money as it sees fit. Last week the first minister told the Senedd that if there was extra money in the Budget the priority "at the very top of this government's list will be pay demands in the public services". Benefits Work capability assessments for people on disability benefit will be scrapped. Currently claimants face a questionnaire to be completed and a medical assessment. Instead the UK government said eligibility for the health top-up in universal credit will be "passported" from the personal independence payment benefit. However Daniel Tomlinson from the Joseph Rowntree Foundation tweeted that the law to make this happen will not be introduced until after the next general election. The UK government said it is "strengthening" the way sanctions for universal credit are applied, in part by automating part of the process. Meanwhile support for childcare costs in universal credit - which includes claimants in Wales - will be made available upfront and the maximum potential benefit for parents will increase. Just over 6,200 families in Wales were eligible for help for childcare through universal credit in November last year, according to Citizens Advice Cymru. Anglesey and infrastructure The UK government has offered the Welsh government £20m to support the restoration of the Victorian, grade 2 listed, Holyhead Breakwater. "This will ensure the long-term viability of this vital transport hub and trade links with the island of Ireland, as well as safeguard the hundreds of jobs this port supports in Wales," the Treasury said. Vaughan Gething, Welsh Labour economy minister, said the money was "welcome but long overdue". Meanwhile he chancellor announced that a new organisation called Great British Nuclear, to help develop the UK's nuclear power market. It raises the possibility a decision will come soon on proposals for a new nuclear power plant at Wylfa. Chief Secretary to the Treasury John Glen said money had been committed to GBN and that there would be "more to come, quite imminently", on UK ministers' nuclear ambitions. Freeports and investment zones Welsh and UK government ministers on Wednesday said an announcement on where Wales' freeport will go is coming soon. Both governments have been working on the proposals, which aim to create economic activity by allowing companies to import and export goods outside normal tax and customs rules. At least one investment zone - which will offer tax incentives to companies to establish themselves - has also been promised for Wales. What are Welsh politicians saying? Wild queen bumblebees get killed by worker bees inside commercial hives after they are lured in by vibrant colors and the promise of usurping the resident queen. Wild, free-roaming queen bees in search of a new kingdom are often lured to commercial hives — where resident workers murder the queens almost as soon as they get through the door, a new study shows. However, it's not all bad news: a new device could help stem the queen bee massacres. Researchers serendipitously discovered the unusual killings while studying how common eastern bumblebees (Bombus impatiens) pollinate crops. When the team opened up the commercial-style hives they had set up around the Finger Lakes region of New York, they found that dead wild queens piled up just inside the entrance of every one. On average, each hive had 10 dead queens, but the record was 19. Most of the dead queens were B. impatiens but some of the murdered matriarchs belonged to the closely related species B. perplexus, commonly known as the confusing bumblebee. The researchers realized that the wild queens, who are naturally drawn to commercial hives because of their bright colors, were likely attempting to usurp the resident queen. In the wild, bumblebee queens can invade the hives of other queens and overthrow them to claim the colony as their own. But because commercial hives have a much higher number of worker bees than wild hives, the usurping queens were likely being swarmed by the smaller bees and overpowered, according to a statement(opens in new tab) by researchers. The finding reveals another previously unknown way that humans are impacting wild bee po[CENSORED]tions, which are generally in decline, researchers wrote. This queen bee slaughter could also be reducing the pollination benefits of commercial beekeeping, because it wipes out wild queens. The queen excluders were 100% effective at keeping wild queens out without compromising the hive's efficiency. The team believes that these devices should be rolled out to commercial growers who invest in the bees to help pollinate their crops. Winnebago's New eRV2 Prototype Has 108-Mile Range EV Battery Basics The latter question is one that may soon have a solution, as various recreational vehicle manufacturers work to integrate battery-electric propulsion into their products. The latest company to throw its hat into this ring is a startup called Lightship. Founded by Ben Parker and Toby Kraus, both of whom spent a half-decade working at Tesla, Lightship intends to kick off production of its solar-powered battery-electric L1 camper trailer in late 2024. With an available 80.0-kWh battery pack (that's usable capacity, per Lightship), the L1 can motor itself about without taxing the electric motor(s) or internal combustion engine of the vehicle it's attached to. In theory, this means the EV or ICE vehicle the L1's hitched to would see no reduction in energy efficiency or driving range. We won't truly know how this plays out in the real-world until we get our hands on an L1 of our own, though. Regardless, Lighthouse estimates the L1's large-capacity battery pack holds enough energy to push this camper an estimated 300 miles on a full charge at "highway speed" (we suspect this estimate assumes towing speeds of 55 mph or so, and at 70 mph that figure will likely come in at 180 miles). The company also plans to equip the L1 with a number of solar panels, which Lightship claims can generate up to 3 kW of power. Although the solar panels can charge the battery pack, we suspect most L1 buyers will either charge the rig's battery at home on a Level 1 or Level 2 charger or on the road at a DC fast charger. Those towing an L1 with their EV may find it difficult to charge both their tow vehicle and L1 simultaneously—or one after the other, given most chargers only stretch so far—at a fast charger, and doing so may result in some glares from other EV drivers looking for a charge. Nonetheless, it's nice to know L1 owners will not need to wait hours on end to charge this camper on a slower AC charger or via its solar panels on long road trips. The L1's electric drivetrain may benefit gas-, diesel-, and battery-powered tow vehicles alike, but America's nascent electric charging infrastructure means this low-slung sleeper will likely court a bit of extra interest from EV drivers looking to travel far distances with their camper in tow. As we discovered in our testing, hitching a 6100-pound camper to a Ford F-150 Lightning, GMC Hummer EV pickup, and Rivian R1T, respectively, resulted in each electric truck's driving range falling by more than 50 percent relative to their unladen results on our 75-mph highway test. If the solar-powered L1's sleek looks and accompanying electric drivetrain are a combination that appeals to you, then this camper can be yours for approximately $125,000—and that's not including the $6600 tax credit that Lightship claims the L1 qualifies for. Tax credit or not, the L1 is no small purchase. On the plus side, interested buyers only have to put $500 down to secure a reservation for an L1. Iwish I did more on purpose. I wish I could tell you that it was all premeditated and choreographed; it’s not.” Padma Lakshmi is talking to me by video call from her office in New York about what is now the 20th season of Top Chef, which she has been hosting since 2006. It’s like a cross between MasterChef and Bake Off, except with chefs, not regular people. It has this distinctive sense of mischief, sometimes in the prankish tasks, other times just burning off Lakshmi’s quizzical eyebrows. Glossy, calm, dressed in sea blue, now and again joined by her chihuahua-ish rescue dog, she radiates elegance, and looks as you’d expect a 90s supermodel to look – Lakshmi was known as the world’s first supermodel of Indian descent. But somewhere between the political passion, the self-deprecation and the puckishness, she doesn’t sound the way you’d expect a beautiful person to sound. It must be annoying to be beautiful; it comes with all these preconceptions. You’ll know already that Lakshmi is quite idiosyncratic if you’ve ever seen Taste the Nation, which she has also been presenting, as well as writing, since 2020. It is about food, technically, but it’s more like a travelogue through society, meeting different migrant communities through their cuisines. It was conceived as a creative, tangential response to the prevailing narratives, the “othering of migrants”, she says, “to forward the agenda of people like Trump”. If the concept was political, the show is anything but polemic – it all starts and ends with the food. “I process the world through food,” she says. “I can tell you everything I ate and everything I wore almost every day of my life. I remember being a toddler and climbing my grandmother’s pantry, trying to reach for the spices and pickles.” In 1972, when Lakshmi was four, she moved from south India to the US with her mother. “She was in an arranged marriage with my father, who’s very difficult. It was a very turbulent marriage, to say the least. She divorced even though she knew that she’d be ostracised. It was such a taboo. It was like walking around with the scarlet “A” on your chest.” Lakshmi, who is now 52, loved growing up in New York: “In any one city block, I would see Latin people, black people, Chinese people, Middle Eastern people… I’m a product of that very liberal, 70s New York life.” She still spent about a quarter of her time with her grandparents in India, to give her mother – who worked as an oncology nurse for 50 years – a break. “She didn’t want me to lose the culture as well. It was important for her that I speak Tamil, that I eat Indian food, that I understand the religion; we’re pretty secular but we’re practising Hindus.” She didn’t get to adulthood unscathed. She was raped when she was 16, and never spoke about it to anyone until she wrote an op-ed in the New York Times five years ago. In it, she also disclosed that she’d been molested when she was seven by a relative of her then-stepfather’s. That assault she did mention, with the result that her parents sent her to live with her grandparents for a year, during which time, she wrote in the Times, she internalised the message that: “If you speak up, you will be cast out.” “It was a very rash decision on my part to write that,” she says now. It was during the confirmation of Brett Kavanaugh to the supreme court, during which Christine Blasey Ford accused him of sexual assault when they were at high school in 1982 (two other women, Deborah Ramirez and Julie Swetnick, also came forward with accusations, Kavanaugh has denied all allegations). Donald Trump sought to undermine the women’s credibility by questioning why, if the assaults were that bad, they hadn’t “immediately filed a police report”. It spurred many women, including Lakshmi, to tweet about assaults and rapes they’d suffered in the past and hadn’t reported. But “something didn’t sit right with me”, she recalls now. “I tweeted that out in support, but I couldn’t sleep that night. I just thought, what happened to me was really serious. I’m sure that affected my whole life. And it deserved more than a tweet. My younger self deserved more than that.” So she wrote the article, sent it to the Times, “and then I took to my bed for three days – it was literally like having surgery without anaesthesia. I felt super-vulnerable.” To catapult back to her teenage years: her family had moved to California, and she went to Clarke University in Massachusetts to study theatre arts and American literature. It was during a study year in Madrid, in 1991, that she was first spotted by a modelling agency. When she graduated, she moved to Milan. She was pretty famous in that era, but it’s amazing, looking back, how racist fashion was in the 90s. It was pretty rare to see a woman of colour on the cover of a magazine, and although it was remarked on at the time, there was no expectation of change – it was commented on the way bad weather is commented on; it was just a thing. “I knew that I wasn’t going to get as many covers,” Lakshmi says, “and neither were the black girls or the Latin girls who looked dark. If you were fair-skinned it would be different, because you could pass as white. It was just a given. It’s so insidious and subliminal that you don’t even stop to think about it. We were just happy for whatever work we got.” Lakshmi also had an 18cm (7in) scar on her arm, the legacy of a car accident when she was 14, which she calls drily “an additional impediment”. These were the days before retouching, and she was very self-conscious about it until Helmut Newton did a groundbreaking shoot in which he didn’t try to camouflage it. “It taught me at a very young age how arbitrary beauty standards are. It didn’t happen overnight, but over time, this thing I was quite shy about, people wanted to make sure they saw on the runway.” She speaks quite elliptically about the modelling business. “I didn’t have that many bad experiences because I think I could see those people from far off,” she says. “If I got hired by them, I did the job and tried to stay out of their way. The one or two times that I let my guard down, it was not good. You cannot go through modelling or acting or being on television without experiencing a good measure of that.” We’re plainly talking about sexual harassment, which was rife in her heyday, while carefully avoiding the phrase. She now has a 13-year-old daughter and, she says, “I always tried to give her the language to defend herself, so that she’s got two or three sentences in her pocket. When she went to preschool, right away, I said if anybody touches you, or makes you feel uncomfortable, or makes you touch them, just say ‘no’, really loud. Russia said on Wednesday that it would try to retrieve the remnants of a US drone that crashed into the Black Sea. The large MQ-9 Reaper drone plunged into the water on Tuesday. The US said it brought down the damaged drone after it became "unflyable" when a Russian jet clipped its propeller - but Moscow has denied these claims. Speaking on state television, Russian security council secretary Nikolai Patrushev confirmed Moscow was attempting to find the aircraft. "I don't know whether we'll be able to retrieve it or not but it has to be done," Mr Patrushev said. He also said that the drone's presence in the Black Sea was "confirmation" that the US was directly involved in the war. Senior Washington official John Kirby said the US was also searching for the aircraft, but stressed that if Russia beat them to it, "their ability to exploit useful intelligence will be highly minimised". That message was reiterated by General Mark Milley, America's top military general, who said the US has taken "mitigating measures" to ensure there was nothing of value on the downed drone. Speaking to ABC America's morning news programme, Good Morning America, Mr Kirby added that there were logistical challenges retrieving the drone as it crashed in "very deep water". US military officials said the incident happened on Tuesday morning and the confrontation lasted around 30-40 minutes. In a statement, the US said Russian jets dumped fuel on the drone several times before the collision. Pentagon spokesman Brig Gen Pat Ryder told reporters the drone was "unflyable and uncontrollable", adding the collision also likely damaged the Russian aircraft. Russia has denied its two Su-27 fighter jets made any contact with the US drone. Russia's defence ministry said the drone crashed after a "sharp manoeuvre", and that it was flying with its transponders (communication devices) turned off. The US Defence Secretary, Lloyd Austin, confirmed he had spoken with his Russian counterpart, Sergei Shoigu, the day after the drone was downed. In a statement released after the phonecall, Russia's defence ministry said Mr Shoigu blamed the incident on "increased reconnaissance activities against the interests of the Russian Federation". It also called US drone flights off the coast of Crimea "provocative". The US drone crash is a moment fraught with danger The US and UK have previously gone to extraordinary lengths to recover their technology after crashes. They retrieved the wreckage of their stealth fighter jet, the F-35 from the bottom of the South China Sea after it sank. But on the face of it, the Pentagon seems more relaxed about losing a Reaper drone. It's older technology and numerous have been lost before. And trying to recover a downed drone in deep waters, next to a war zone, with Russian ships and submarines patrolling, could present even greater risks of escalation. Tensions have risen over the Black Sea ever since Russia's annexation of nearby Crimea in 2014. And since Russia's full-scale invasion of Ukraine, the US and the UK have stepped up surveillance flights, though always operating in international airspace. The lost Reaper may have been carrying a surveillance pod able to suck up electronic data such as radar emissions. The US Department of Defense said in a press release that the surveillance trips are used to gather information which helps improve security for Europe and supports "allied partners". The US has reportedly shared intelligence with Ukraine previously, including to help it sink a Russian ship in the Black Sea. Ukraine's foreign minister told BBC reporter James Landale that incidents such as the downing of a US drone over the Black Sea are inevitable until Russia leaves Crimea. Describing it as a "routine incident", Dmytro Kuleba said: "As long as Russia controls Crimea, these kinds of incidents will be inevitable and the Black Sea will not be a safe place. Russia annexed Crimea in 2014, but the vast majority of countries still recognise it as part of Ukraine. The BBC asked Mr Kuleba if, following the drone incident, the US and other allies might become more cautious. "If the West wants to demonstrate its weakness, it should certainly demonstrate its cautiousness after an incident like this, but I don't have a feeling that this is the mood in capitals," he replied. "The mood is not to escalate but nor is the mood to lean under the pressure - the physical or rhetorical pressure - of Russia." US Defence Secretary Lloyd Austin vowed the military would "continue to fly and operate" wherever international law allows. The US drone crash is a moment fraught with danger After being summoned to speak to officials in Washington, Russian ambassador Anatoly Antonov said Moscow saw the drone incident as "a provocation". From the Kremlin's point of view Mr Antonov added: "The unacceptable activity of the US military in the close proximity to our borders is a cause for concern." On Wednesday, Kremlin spokesman Dmitry Peskov reporters there has been no high-level contact between Moscow and Washington over the incident. Rabat - The Wali (governor) of the Moroccan Central Bank, Abdellatif Jouahri, has emphasized Morocco's economy's resilience in the face of global crises, saying that the country’s political stability and important reform program largely contributed to the Financial Action Task Force's (FATF) decision to remove it from its “Grey List.” The central bank governor made the statement on the sidelines of the annual national conference on business climate, which was held today in Rabat. According to Jouahri, while investment has always been important in Morocco, it is now more important than ever in the post-covid age, which is characterized by a global crisis and a series of adverse shocks. Citing the successive shocks that have hit the world in the past three years, Jouahri said: “The aftermath of the pandemic is intertwined with the implications of the war in Ukraine, including supply chain disruptions, rising inflation, higher interest rates, a slowdown in economic activity, and most recently, the onset of what could become a banking crisis in the US.” Despite Morocco’s structural performance remaining below expectations, Jouahri stressed that it has shown remarkable resilience which he attributed to Morocco's years-long reform efforts. The central bank’s governor highlighted Morocco’s assets, including its political stability, important reform agenda, solid and competitive banking system, as well as a privileged international positioning. "It is thanks to these assets that our country is reaping notable successes," Jouahri remarked, citing the FATF's decision to remove Morocco off its "Grey List." Morocco's Removal From the Grey List Last month, the FATF announced its decision to remove Morocco from its “grey list,” signifying that the country is no longer being monitored for suspected money laundering as well as proliferation financing, or terrorist financing. Welcoming FATF’s announcement, Morocco’s Head of Government, Aziz Akhannouch, highlighted that the decision “will strengthen Morocco’s image and its positioning in negotiations with international financial institutions, as well as the confidence of foreign investors in the national economy.” Read Also: Morocco's Removal From Grey List Offers New Opportunities In his comments at the conference the central bank’s governor also underlined international institutions’ confidence in Morocco, citing the hosting of the 2023 Annual Meetings of the World Bank Group and the International Monetary Fund (IMF) next October in Morocco. Jouahri went on to say that he hopes the IMF approves Morocco's request for a $5 billion credit line. "We are hopeful that the IMF will soon approve our request for a Flexible Credit Line (FCL), which would be evidence of the soundness of Morocco's economic policy frameworks," he added. The conference, chaired by Akhannouch, is organized around the theme “A new generation of reforms,” with a key focus on mobilizing stakeholders around a strategic roadmap for strengthening the business environment by 2026. The chair of a controversial roads review panel has defended its work in a letter to Senedd members. The results of the exercise saw the Welsh government scrap all major road building projects. Dr Lynn Sloman said there had been "considerable engagement" during the review, despite claims otherwise. She defended not consulting the public - one former transport minister had accused her review of ignoring the wishes of citizens. Ms Sloman's letter to Senedd members directly contradicts part of the text of a motion that Labour MSs backed last week, which a source had said followed a threat of a rebellion from the backbenches. BBC Wales was told the chair's letter reflected unhappiness with how the work of the panel had been portrayed. Ken Skates, Labour MS for Clwyd South, said after the review that it had stopped most investment in roads without putting in place plans for improving public transport. Defending the review on Tuesday, First Minister Mark Drakeford said engagement had been "extensive". Roads review ignored citizens, ex-minister says All major road building projects in Wales scrapped The Conservative motion, amended by Plaid Cymru, said there was "lack of engagement by the Roads Review Panel with the public, elected representatives, local authorities, businesses and the third sector and others". Referring directly to the vote, Dr Sloman wrote "there was in fact considerable engagement during the roads review". She said there were "over 30 meetings with key stakeholder groups". "Through workshops and other meetings, we engaged with 14 local authorities and 25 organisations representing business, tourism, freight and logistics sectors; the third sector; professional institutions and young people." "It has been suggested that the panel should have consulted the public," she said. "However the roads review was a technical exercise, reviewing whether schemes were consistent with government policy that had been agreed after the schemes were initiated." She said the government policies themselves "had already been the subject of thorough consultation by the Welsh government". Dr Sloman added the panel took account of findings from previous road scheme consultations. 'Further opportunities' In the Senedd, Mark Drakeford said the engagement had been "extensive". "There will be further opportunities for public consultation and engagement when particular schemes come forward for their implementation," he told Welsh Conservative Senedd leader Andrew RT Davies. Earlier he said: "We have to reduce our carbon emissions. Transport makes up 15 per cent of our total emissions in Wales and it has been the most stubborn sector in reducing those emissions. "That's why we have to face up to that fact and take the action that will leave those future generations in a better place than they would be." Andrew RT Davies said of the motion: "There was no ambiguity in what you were voting on. "Yet you clearly believe that there has been a lack of engagement in formulating this important policy that the government has brought forward." Plaid Cymru's transport spokeswoman Delyth Jewell said: "Securing desire for change is just as important as making the changes to the infrastructure, and part of that is to ensure that the public are in a place where they are on board with the proposed changes. Last month, a polar bear killed a woman and her 1-year-old child in Alaska. It was the first fatal polar bear attack recorded in the U.S. in more than 30 years. Now, a new report sheds light on what may have caused the tragic event. Experts analyzed the animal's tissues, which revealed that the male bear was in poor physical shape and likely elderly. However, it's unknown exactly what triggered the polar bear's (Ursus maritimus) aggressive behavior. Summer Myomick, 24, and her infant son, Clyde Ongtowasruk, were mauled to death Jan. 17 in the coastal town of Wales, the westernmost city on the mainland of North America. The pair were leaving a school when a polar bear attacked them in the middle of the street: A heavy snowstorm at the time meant that Myomick did not see the bear coming until it was too late. School staff attempted to stop the bear by hitting it with shovels, but the bear turned on the staff and forced them to retreat back into the school, which was full of pupils at the time. The school remained in lockdown until a village resident arrived with a gun and shot the polar bear dead, AP News(opens in new tab) reported. "Polar bear attacks on people are extremely rare," Lindsey Mangipane(opens in new tab), a wildlife biologist with the U.S. Fish and Wildlife Service's Polar Bear Program in Alaska, told Live Science in an email. The last U.S. attack happened in 1993, and the last fatality occurred in 1990, in Point Lay, Alaska, she added. So what caused the rare attack? Dr. Kimberlee Beckmen(opens in new tab), a vet with the Alaska Department of Fish and Game's Division of Wildlife Conservation (DWC), conducted tests on tissue samples collected from the dead polar bear to learn more about why the animal behaved so aggressively. The results were released Feb. 3 in a statement(opens in new tab) by the DWC. Related: Move over polar bears, there's another top predator along the Arctic coast At the time of the attack, there was speculation in the media that the bear may have had a brain-altering disease, such as rabies, toxoplasmosis, distemper or bird flu. "These conditions could impact bear behavior," Mangipane said, "but because we don't generally encounter affected bears in [the] wild, we are unsure how symptoms would impact the way bears interact with people." However, the tests carried out by Beckmen came back negative for any brain-altering pathogens. Instead, the bear's sex and physical condition were likely to be the "key factors" that influenced the attack, Mangipane said. The bear in the Wales attack was an adult male in "poor body condition" and was likely elderly, according to DWC. (A tooth was sent for a separate analysis to determine the bear's age, but the results haven't been released at the time of publication.) In a 2017 study, published in the journal Wildlife Society Bulletin(opens in new tab), researchers analyzed data from 73 polar bear attacks between 1870 and 2014 across Canada, Greenland, Norway, Russia and the U.S. and found that "nutritionally stressed adult male polar bears were the most likely to pose threats to human safety." This latest attack is consistent with these findings, Mangipane said. There was "no definitive explanation as to why the bear was in poor body condition," DWC representatives wrote in the statement. But it is possible that human-caused climate change played a role. "Sea ice loss is resulting in polar bears having less access to their primary prey," such as seals, Mangipane said. "This means that polar bears may increasingly be in poor body condition, especially when encountered on land." Climate change could also be elevating the risk of attacks occurring in other places. "Historically, polar bears spent most of their time on the sea ice which resulted in minimal spatial overlap with people," Mangipane said. The limited-run PMC Editions are mechanically identical to the standard TLX Type S, but these will be finished in a limited-run color, Gotham Gray. The Gotham Gray versions will run at a hefty premium over the standard TLX Type S, starting at $66,995. Acura allowed barely enough time for the red, white, and blue paint to dry on the TLX Type S PMC Edition, which was limited to 300 copies, before announcing an additional 50 in Gotham Gray. PMC stands for Performance Manufacturing Center, the same facility that built the NSX Type S supercar and will now build the special edition TLX Type S PMC Edition. We thought the price of the red, white, and blue PMC Edition was steep when we saw the $7550 premium over the mechanically identical TLX Type S. We still think that—but now Acura is charging an additional $3000 for the honor of owning one of 50 PMC Editions in Gotham Gray. Like the other three PMC Editions, Acura pulled this color from the NSX, this time from the now out of production NSX Type S, where the matte gray paint is a $6000 add-on and is limited to 70 cars. Mechanically, all that extra cash doesn't do a whole lot for you. Mostly it gives you the peace of mind that your TLX is one of 50 in Gotham Gray. Underneath the bodywork, the components are the same as what you'll find in the standard TLX Type S. That means a turbocharged 3.0-liter V-6 engine with 355 horsepower, an eight-speed automatic transmission, and Acura's SH-AWD system with torque vectoring. That depends on your ambitions and interests, but polls show that for most workers it would include flexible hours, new challenges every day, not being stuck behind a desk, an opportunity for foreign travel and the freedom to bring your pet to work. So … lion tamer. Yes, although some people don’t like wearing a uniform. What else then? Globally, the jobs most frequently used to complete the search term “how to be a … ” are pilot, writer, dancer and YouTuber. And how do you go about securing one of these optimal situations? By and large, you don’t. Why not? Because the dream job doesn’t really exist. Who says? Survey respondents. According to new research, 46% of working adults said they believe there is no such thing as their dream job. Not even a majority then. No, but 71% admitted they’re not in their dream job right now, and 54% don’t believe they ever will be. That’s kind of depressing. Furthermore, 41% confessed that their ideal job was probably an unrealistic goal. Who commissioned this thoroughly disheartening research? Accor, a French multinational hospitality company. President Volodymyr Zelensky has honoured a captured Ukrainian soldier who was filmed apparently being killed by Russian troops last week. Oleksandr Matsievskiy was unarmed when he was videoed smoking a cigarette and shouting "Glory to Ukraine" before being gunned down. The footage has seen Moscow faced with fresh allegations of war crimes. On Sunday, President Zelensky awarded the 42-year-old with the Hero of Ukraine - the country's highest honour. "Today, I have bestowed the title of Hero of Ukraine on soldier Oleksandr Matsievskiy," Mr Zelensky said in his nightly address from Kyiv. "A man that all Ukrainians will know. A man who will be forever remembered. For his bravery, for his confidence in Ukraine and for his 'Glory to Ukraine'." Matsievskiy, a sniper serving with a unit from the northern region of Chernihiv, is believed to have been killed at the end of last year while fighting in the eastern city of Bakhmut which Russia has been trying to capture for months in a grinding war of attrition. The soldier's final words, "Glory to Ukraine", became po[CENSORED]r among ordinary Ukrainians after Russia annexed Ukraine's southern Crimea peninsula in 2014. It has seen a resurgence after Moscow's full-scale invasion launched last year. In the footage, one of the shooters - believed to be a Russian soldier - is heard saying "die" and using an expletive after the prisoner of war (POW) is shot dead. Confusion initially reigned over the soldier's identity, and he was initially misidentified by the Ukrainian military as Tymofiy Shadura, another missing soldier who had been fighting in Bakhmut Ukraine's authorities have said the killing is "another proof this war is genocidal" and launched a criminal investigation, vowing to hunt down the perpetrators. Russia has not publicly commented on the video. In a statement issued on Monday, the Moldovan foreign ministry said Matsievskiy was also a Moldovan citizen and condemned his killing, accusing Moscow of war committing war crimes. Kyiv and its Western allies have accused Russian troops of committing mass war crimes - including torture, rape and murder - since President Vladimir Putin ordered the invasion. Russia denies the allegations. Last week, in an interview with the German newspaper Bild, Matsievskiy's mother identified her son and said he had worked as an electrician in Ukrainian capital Kyiv before the war. "He stood there without weapons, but at the same time, he was proud to be Ukrainian," she told the newspaper. "He was always incredibly courageous.
