  2. Conservative MP Phillip Lee has defected to the Liberal Democrats ahead of a showdown between Boris Johnson and Tory rebels over Brexit. Dr Lee, the MP for Bracknell, took his seat on the opposition benches as the PM addressed the Commons. His defection means Boris Johnson no longer has a working majority in the House of Commons. He said the government was "pursuing a damaging Brexit in unprincipled ways... putting lives and livelihoods at risk". Mr Johnson has vowed to leave the EU on 31 October with or without a deal, but a number of MPs against no deal have come together across party political lines to try to stop it happening. They have submitted a motion for an emergency debate to Commons Speaker John Bercow, and if successful, they will bring forward a bill that would force the prime minister to ask for Brexit to be delayed until 31 January, unless MPs approve a new deal, or vote in favour of a no-deal exit, by 19 October. 'Surrender bill' Speaking in the Commons, Mr Johnson told MPs he wanted a negotiated exit from the EU and insisted there was "real momentum" behind the talks with Brussels. He said he would travel to Dublin on Monday for discussions with Irish Prime Minister Leo Varadkar, focused on proposed alternative arrangements to the Irish border backstop - a key sticking point in the negotiations. Asked to provide evidence of progress by several Tory MPs, he said he would not negotiate in public but reassured them he would give details of the UK's proposals well before the end of September to meet a deadline set by German Chancellor Angela Merkel. But he said the moves by MPs, including Conservatives, to pass legislation effectively blocking a no-deal exit on 31 October would "destroy any chance of negotiating a new deal". If the rebels succeeded in their aims, Mr Johnson said it would force him to go to Brussels to "beg for another pointless delay" to Brexit and he would "never" do that. "It is Jeremy Corbyn's surrender bill. It means running up the white flag," he added. No 10 has said the prime minister will push for an election on 14 October if the MPs succeed in blocking no deal. But asked if he might simply ignore them and press ahead with a no-deal Brexit regardless, he said: "We will of course uphold the constitution and obey the law." Last-ditch efforts to get the Tory rebels on side have been taking place, but BBC political editor Laura Kuenssberg said the first meeting on Tuesday morning between the prime minister and the group went "less than swimmingly" and was "less than cordial". Further discussions reportedly began shortly after the PM's Commons statement. There are thought to be about 15 confirmed rebels. The government had hoped the threat of an election - and of deselection and expulsion from the party - would be enough to bring them into line.   9. At least 33 people are unaccounted for after a boat was destroyed by fire off the coast of California. Five of the 38 people on board were rescued, coastguards said. There are reports of fatalities but no official death toll so far. The fire broke out on board the boat near Santa Cruz island in the middle of the night. The boat is now submerged as a search and rescue operation continues in foggy conditions. The vessel appears to be a diving boat and reports say some passengers may have been trapped below deck. One of those rescued has minor injuries. Those who were rescued may have been sleeping in the main cabin of the boat rather than below deck. It's a large boat, and we know we have numerous fatalities. I don't have an exact number," Bill Nash a spokesperson for Ventura County told CNN. Used for chartered scuba diving trips in the Channel Islands, the boat is called Conception. The fire broke out in the early hours of Monday, at about 03:30 local time (10:30 GMT), when the boat was located on the north side of Santa Cruz island, in the Channel Islands National Park.

  14. Hurricane Dorian is slamming into the north-western Bahamas as a catastrophic category five storm, expected to bring devastating winds and very heavy rain. The "extremely dangerous" storm is the strongest ever hurricane recorded in the area, the US National Hurricane Center (NHC) said, with winds of up to 180mph (285km/h). Grand Bahama residents have been evacuating from its predicted path. The storm surge could be as high as 23ft (7m), officials warned. Authorities said a stabbing happened at a prison near San Diego on Friday afternoon. In a statement, the California Department of Corrections and Rehabilitation said "officers responded quickly" to the attack. The victim, whose condition is stable, was not named in the statement. Nine years have passed since the last game in the series, yet little has changed for its long-suffering protagonist, who remains deeply traumatised by the death of his wife and child. ‘Trauma’ is the key word – in Greek, it means ‘wound’, and Max is someone who has never let his fully heal. To move on would be to forget – a betrayal of those he loved – and so instead he chooses to wallow in the past and the pain, with the help of brown liquor and white pills.But thankfully, Max Payne 3 isn’t content to simply relive the past, and makes bold stylistic and narrative decisions to avoid stagnation. And though these choices have significant consequences on the game’s pacing that may prove divisive, Max Payne 3 is overall a brilliant, darkly-engrossing third outing for one of video games' most troubled characters. Ostensibly, Max Payne 3 looks very different from its predecessors. The rundown tenements and shadowy sidewalks of New York have been replaced by the hedonistic nightclubs and baking heat of São Paulo, where Max has taken a job working private security for wealthy businessman Rodrigo Branco. Unsurprisingly, things don’t work out for Max: Rodrigo’s trophy wife, Fabiana, is kidnapped on Max’s watch, which sets in motion a chain of events that draws Max into a much larger, more sinister story. The change of location is underscored by a raft of cinematic effects: scan lines, chromatic aberration, shifting film stock. Initially, it all seems a bit much, too noisy and distracting, but after a while you acclimatise and it becomes part of the game’s distinctive texture. But it’s not just stylish gloss – like everything in the game, it feeds into the characterisation of Max, emphasising his jaded disconnection from the world around him.Despite swapping the shadows for the sun, the series hasn’t lost its hardboiled heritage. The non-linear narrative, the cast of suspicious characters, a plot twisted by deception and corruption – it’s all present and correct. If you’re not a fan of genre fiction, you might find the supporting cast risibly generic, the plot a bit flimsy, but there’s a marked difference between using archetypal characters because you’re creatively spent and deliberately tapping into a rich tradition. Max Payne 3 does the latter – it’s a game that is fully literate in the genre of which it strives to be a part, and judged on those terms it’s one of the finest executions of game noir to date. And nowhere is this better exemplified than in James McCaffrey’s standout performance as Max Payne. It’s gnarled and bitter, as you would expect – he effortlessly delivers the script’s many Chandlerlisms with calloused cynicism – but it’s also a surprisingly nuanced turn. Throughout the game, you're never sure if Payne's searching for absolution, trying to save another man's wife, or if he's really on a protracted suicide mission, trying to embrace his own destruction.Almost half-way through this review, and I’ve yet to mention gameplay. Maybe that’s a tacit criticism in itself. It’s not that Max Payne 3’s gameplay is substandard – far from it – but it’s always firmly in the service of its overarching narrative. Consequently, the game is heavily punctuated by cut scenes – some brief, some quite long. And it’s easy to see how their frequency may prove too intrusive; some players might feel that control is being taken away from them too soon or given back a little too late. Ultimately, it’s a trade-off, and if you buy into Max’s plight, cut scenes become engrossing, and it’s joy to see them bleed seamlessly into the furious action. The core gameplay is simple yet refined. Although there are a range of distinctive weapons in the game, you can only carry two side-arms and one two-handed weapon at any given time. And if you choose to dual-wield, you’re forced into dropping the larger, potentially more powerful weapon. It keeps things straightforward and uncluttered. Max’s signature time-bending moves – Bullet Time and Shoot Dodge – return, and are easy to pick up and master. The game’s fully-destructible environments really intensify firefights – seeing the air around you slowly woven with spiralling bullets, fractured glass, and plumes of shredded paper is genuinely thrilling. They’re simple mechanics, but once you’ve mastered combining them, the action and destruction you can orchestrate is breathtaking. It’s a little disappointing for a game that invests so heavily in the development of its protagonist not to reflect this at the level of gameplay: Max has no new abilities available to him that aren’t there from the start. But the inclusion of a non-regenerating health system does a great job of forcing you to play like a desperate man on the edge. You can’t cowardly hide behind a pillar waiting for you health to return – it won’t, and the pillar will crumble. Max Payne 3 is unapologetically violent. In fact, it lingers on violence, but not in a tawdry or sensational way. Yes, it focuses on some of its most visceral manifestations – ragged bullet wounds, charred flesh, dismembered limbs – but it also peers into the unseen causes that lie behind such acts of violence. It touches on the disparity between rich and poor, and how resentment and desperation can fester in the slums and the penthouses alike. This isn’t only tackled in the main story, but also in nice scraps of incidental narrative recovered in clues dotted about the meticulously-crafted environments. The game’s kill camera -- another one of the game’s many visual flourishes -- tracks the final bullet from Max’s gun to its intended target, but it never sublimates the violence. Although you’ll kill hundreds of people in Max Payne 3, it remains a grisly business throughout. However, the action set-pieces seem a little muted, especially when compared to, say, the spectacular recent capers of Nathan Drake. But this isn’t necessarily a bad thing. The difference in execution is perhaps best explained through a comparison. In Uncharted 3: Drake’s Deception, there’s a well-known scene in which Sully and Drake must escape from a French château before it burns to the ground. It’s exciting and adrenaline-inducing, but it doesn’t really serve much purpose in terms of the game’s narrative. It’s just another one of Uncharted’s many impressive set-pieces. A similar scene occurs in Max Payne 3; a building is set on fire and Max must escape before he is incinerated. But this isn’t just eye-candy or glitzy spectacle. Admittedly, it’s less exhilarating than Uncharted’s equivalent scene but it’s also has greater significance. Max has found himself at his lowest ebb inhabiting an environment quickly resembling hell – the metaphorical significance of which isn’t lost on Max. This is when the game is at its strongest – when gameplay, character and narrative all wonderfully fuse and interplay. For adrenaline junkies -- those who lust after bigger and fierier explosions, more extravagant death-defying scenarios -- the set-pieces in Max Payne 3 might seem a tad sedate. (Saying that, you still get to shoot missiles out of the air in slow-motion while dangling from a helicopter.) But it’s a game that is more concerned with making its spectacles mean something within the confines of its story. For a Rockstar game there’s also conspicuous lack of freedom in Max Payne 3. It’s easy to imagine how Sao Paolo’s favelas could have been realised as kind of destitute labyrinth, with a disorientated Max lost amidst its ramshackle alleys, but instead the game always provides you with a well-defined pathway. There’s never any doubt where to go or who to shoot, since you can always feel the spectral touch of an authorial hand pushing you forwards, towards the next checkpoint, the next cutscene. Occasionally the promise of liberty is dangled in front of the player – when Max is equipped with a silenced weapon, you wonder if sections can be tackled with a more stealthy approach – but it’s never long before the excrement collides with the industrial turbine. The single-player story lasts around 10-12 hours. Max Payne 3 has a variety of Arcade modes – from score challenges to speed runs to keep you busy once you finish the main story. In New York Minute, you're tasked with playing through the campaign with a clock counting down from five minutes above your head. The premise is simple: kill guys to earn time. It's like Time Crisis, and a lot of fun, but it's unlikely that you'll play through the entire again exclusively in this mode. Still, it's nice way to sample key parts of the narrative again, especially if you're partial to a state of constant anxiety. It’s the multiplayer that is the real surprise, however. It’s gleeful pandemonium. Gang Wars, in particular, attempts something rather ambitious, trying to weave narrative into what is usually a player-determined mode. You'll play four rounds, with different objectives that alter depending on what happens in each of them: from claiming territory to defusing bombs to assassinating a randomly selected leader of the opposing gang. This accumulates a point advantage going into the fifth and final round, which always takes the form of an all-out death match. Bursts, which function like perks, are central to this mode, and confer advantages to the members of your crew, from raising the calibre of your weapons to inducing paranoia in the opposing team, making friendlies appear as enemies. Gang Wars has lofty aspirations, and it's not entirely successful - you're not left with enduring memories of these vignettes, nor does it feel as if they're really filling in gaps in the game's narrative once Max has exited stage left pursued by hooded thug. But it doesn't really matter since the gameplay itself is relentless fun, giving players a sense of freedom absent from the single-player campaign. It's also laudable to see a developer trying to innovate in the multiplayer space, rather than simply rehashing the mainstays. Max Payne’s multiplayer is definitely not an afterthought, and will certainly reward players with months of enjoyment. Verdict There are plenty of games which are celebrated for their gameplay but lack anything in way of story or character. Max Payne 3 is a different type of proposition. The gameplay is simple yet satisfying, but it’s entirely in the service of a strongly-authored narrative. Players aren’t at the liberty to roam, to explore, or to shake things up. Some might find this too controlling, but in return for your freedom, you’re rewarded with a mature genre piece which is also a finely-realised character study. Action games continue to inch the dial towards 11, sometimes at the expense of their narrative integrity. Max Payne 3, however, has the conviction to reign in the action, imbue it with purpose - the spectacle still sparkles but it also makes sense.

  21. So-called games-as-a-service - of which The Division 2 is one - have often tended to find greater favour with their publishers than with gamers. Designed to take place in persistent universes, and thereby providing endless opportunities for those who play them to spend money on loot boxes, recent examples like Anthem and Battlefield V have been unleashed into the wild in a barely half-finished state. Happily, The Division 2 bucks the trend in a very impressive manner. Perhaps that's because it's the second instalment of the franchise - Destiny 2, the second instalment of the franchise that established the games-as-a-service blueprint was also markedly better than its predecessor. Like that game, The Division 2 stands up very well indeed in pure gameplay terms, even without considering all its online, persistent elements. A complex cover-shooter The Division 2 is easy enough to describe: as a third-person cover-shooter (although you can enter first-person mode for sniping), it feels pleasingly similar to the Gears of War games. Mechanically, it is beautifully fettled: wherever you are in its huge game-world there are always countless cover options, and it has an exemplary mechanism for moving from cover to cover while keeping your head out of the line of fire. And you will have to move around, since excellent artificial intelligence (AI) dictates that enemies will always try to outflank you . It's a much more complex game than Gears of War, though, in common with its games-as-a-service peers, and much of that complexity feeds cleverly into its gameplay. You level-up as if you were playing a role-playing game (RPG) - which grants you ever-increasing health stats - and an excellent loot system, which is more or less identical to that of Destiny 2, brings a constant stream of new guns and armour components, most of which can be modded extensively. There's a perks system, too, although rather annoyingly you're likely to max it out long before hitting the magical level 30, which unlocks the end of the main storyline, followed by the endgame. Using your skills But the most important element of the armoury that The Division 2 provides you with is the section entitled Skills. You can wield two of those at any time, and they range from the likes of drones and turrets that shoot enemies you designate, to a gas-deliverer which can create explosive clouds around enemies, among various shields and various delivery mechanisms that offer buffs and remote recovery to your allies. Skills operate for a finiter time and have cool-downs, so you must use them intelligently. The Division 2 makes an awful lot more sense when played with others - it has been set up for four player co-operation - and while you can work your way as a solo operator through all the story missions, side missions and the vast majority of the game's plethora of activities, you will progress much more quickly if you avail yourself of the game's excellent matchmaking system (you can, for example, fast-travel to a team-mate if they start a mission) or better still play through it with a bunch of mates. It doesn't really matter if the odd player drops out as The Division 2 scales its difficulty accordingly - but it is worth bearing in mind that it's definitely harder to play as a solo operator. It throws a lot of enemies at you, of escalating skills and abilities, with some that are essentially bosses, and, while it is checkpointed once you start a mission, it isn't when you're just engaging in freeplay. So if you die, you will have to respawn at the nearest safehouse or settlement. What's the story? If you're expecting narrative thrust from The Division 2, prepare to be disappointed. It doesn't really have a coherent story - rather a premise which, admittedly, is a decent one. As in The Division, you're an agent of the Strategic Homeland Division, created to restore order after a national emergency - which was the release of a virus that killed off vast swathes of the po[CENSORED]tion and left America's cities abandoned by ordinary citizens and overrun with military factions. In The Division 2, the action switches from New York to Washington and, once again, you're entering a city in complete meltdown and anarchy, and must pretty much restore a semblance of order single-handed. Luckily, there are pockets of sanity in the form of settlements - barricaded oases where ordinary people are trying to rebuild their lives. As you carry out story and side missions, you upgrade those, generating more manpower for the fight to restore order. Cutely, your main base of operations is the White House (in disarray at the start of the game, with the just-installed President missing, presumed dead after Air Force One was shot down). Many of the story and side-missions involving rescuing individuals who have been captured by the various enemy factions in the game, and they tend to take place in meticulously reconstructed versions of Washington's landmarks. At one point, for example, you must rescue the Declaration of Independence from the National Archive. The missions are long, multi-stage affairs that showcase the varied opposition offered by the different factions, who might rush you wearing suicide vests, or employ various technological aids that match your own. Dark Zones are back Beyond the missions, there are vast amounts of activities to pursue, including winning back control points, disrupting public executions, taking down propaganda broadcasts and clearing Strongholds (which are the game's equivalent of dungeon), sending waves of enemies at you. Still-contaminated Dark Zones, as seen in the first iteration of The Division, are back, providing player-versus-player (PvP) action with their own separate levelling-up. They reward you with the best loot, but have been effectively rethought for The Division 2, with everyone's stats undergoing normalisation, so they are less intimidating when you first enter them. And a new mode, Conflict, takes PvP out of the Dark Zones and onto Washington's streets. Verdict The Division 2 is huge and complex, but its complexity has logic behind it. It's a very meaty game - expect to spend 30 to 40 hours working your way through the story and up to the level 30 milestone, before the endgame kicks in. When that happens, there is one slightly annoying aspect: all your good work towards is disrupted by a new fearsome faction called the Black Tusk. But even that makes a form of sense, since it gives The Division 2 a compelling endgame - something its predecessor sorely lacked. Ubisoft has already set out an extensive roadmap of new elements it will add to The Division 2 to keep people playing it and as far as any existing games-as-a-service are concerned, it looks like it is in at least as good a position as any when it comes to sustaining interst indefinitely. Whatever your opinions on the merits or otherwise of games-as-a-service model that underpins The Division 2, it's tricky to find fault with it. It looks superb - its vision of a post-pandemic, extensively wrecked Washington is chillingly believable - and it's really absorbing and addictive to play. It certainly feels as though it has benefited from the sort of dress rehearsal for the genre that the first game offered, and it makes the likes of Anthem feel half-formed and lacking in depth. Whether such a complex game can grab the public imagination remains to be seen, but you have to respect Ubisoft for the impressive manner in which it has honed the franchise's vision.
  22. The Great Barrier Reef's outlook has been officially downgraded from poor to very poor due to climate change. Rising sea temperatures thanks to human-driven global warming remain the biggest threat to the reef, a five-year Australian government report says. Actions to save it "have never been more time critical", the report reads. Stretching over 2,300km (1,400 miles), the reef was designated a World Heritage site in 1981 for its "enormous scientific and intrinsic importance". But in recent years the reef has been increasingly damaged by warmer seas which have killed off coral and affected its long-term health. The massive report documents the condition of the reef and its outlook for the future. What does the report say? Under Australian law, the Great Barrier Reef Marine Park Authority (GBRMPA) must produce a report on the state of the World Heritage site every five years. In the first report in 2009 scientists said the reef was "at a crossroads between a positive, well-managed future and a less certain one". The second report in 2014 ranked it as "an icon under pressure" with efforts needed to fight key threats. "Since then, the region has further deteriorated and, in 2019, Australia is caring for a changed and less resilient reef," the most recent report states. Rising sea temperatures caused "mass bleaching events" in 2016 and 2017 that wiped out coral and destroyed habitats for other sea life. While some habitats remain in a good state, the condition of the site as a whole is worsening. "The window of opportunity to improve the Reef's long-term future is now." Scientists say the number of new corals plummeted by 89% on the reef thanks to recent bleaching events, which affected a 1,500km stretch. Australia pledged A$500 million (£276m) to protect the reef last year. Can we save the reef? Since the report was released, environmentalist groups have been calling for greater global action to tackle the climate crisis, and for the Great Barrier Reef to be given extra protections. Imogen Zethoven, director of strategy for the Australian Marine Conservation Society, said: "We can turn this around, but only if the prime minister cares enough to lead a government that wants to save it. And saving it means being a leader here and internationally to bring greenhouse gas emissions down. "This is now the third Outlook Report. We've had 10 years of warnings, 10 years of rising greenhouse emissions and 10 years watching the Reef heading for a catastrophe." Addressing reporters in Sydney, the GBRMPA's chief scientist, David Wachenfeld, agreed the reef's problems were "largely driven by climate change". "Despite that, with the right mix of local actions to improve the resilience of the system and global actions to tackle climate change in the strongest and fastest way possible, we can turn that around," he added.
