The Ombudsman's Office will present this Monday, December 6, the results of the evaluation of the first 120 days of the Executive Power's management in terms of freedom of the press and expression in the country. As parameters of this evaluation, the institution has identified the standards on freedom of expression and information developed from the pronouncements of national and supranational bodies. Among these are the Inter-American Court of Human Rights, the Office of the Special Rapporteur for Freedom of Expression and the Constitutional Court (TC), which constitute the conditions and requirements that the legal system must respect. The presentation of the aforementioned report will take place at the institutional headquarters, at 11:00 am, and will be chaired by the Ombudsman, Walter Gutiérrez, who will be accompanied by the deputies responsible for the defense supervision. “Without freedom of expression it is not possible to sustain the existence of a democratic society. For this reason, it is of great concern that it is the State itself that directly or indirectly threatens or puts at serious risk the freedom and independence of the press, ”Gutiérrez pointed out. It should be remembered that the Ombudsman's Office is a constitutionally autonomous body, created to defend and promote fundamental rights, supervise compliance with the duties of the state administration, as well as the efficient provision of public services throughout the national territory. https://gestion.pe/peru/politica/pedro-castillo-defensoria-del-pueblo-presentara-este-lunes-6-de-diciembre-informe-sobre-evaluacion-de-120-dias-del-gobierno-en-libertad-de-prensa-nndc-noticia/

Eric Huaymaná Carbajal, who last August deposited S / 20 thousand in a bank account of Bruno Pacheco, then secretary general of the Presidential Office, worked for two security companies related to businessman Zamir Villaverde García when he carried out the banking operation. According to a database that records his historical employment record, to which El Comercio had access, Eric Huaymaná (33 years old), driver of the Government Palace reservation since August, maintained a link as a worker at Grupo Vigarza S.A.C. until September. (formerly Centinelcom S.A.C.) and Vigarza S.A.C., companies controlled by Zamir Villaverde thanks to a broad power of attorney given to him by his mother, Luz García Velarde, main shareholder of both commercial companies. "The powers granted are not limiting [...], being the intention of the principal [Luz García] that the attorney [Zamir Villaverde] represent her without any reservation or limitation," reads the Public Records file for January this year. MIRA: Attorney at the company for which Bruno Pacheco worked, entered the Government Palace four times Huaymaná is listed as an employee of Vigarza S.A.C. Since March 2015, a company dedicated to security activities, which has its headquarters in block 15 of Avenida Javier Prado Este, in San Isidro. His employment relationship continued until recent August, at which point he went to work at Centinelcom, also belonging to the Villaverde family. According to the records, Eric Huaymaná continued to be linked to Vigarza S.A.C. until September of this year, when he had already been hired at the Government Palace to provide "backup driver support service," on August 13. The former Secretary General of the Presidency Bruno Pacheco was also an employee of Vigarza S.A.C., where he was head of personnel selection and training, between January 2014 and November 2020 https://elcomercio.pe/politica/actualidad/chofer-que-deposito-dinero-a-pacheco-era-empleado-de-vigarza-bruno-pacheco-karelim-lopez-noticia/

One of the most critical points of the new Intel Alder Lake CPUs is the problem represented by having in a general architecture with two different micro-core architectures and in the same die. What has been done by Pat Gelsinger's team has been truly revolutionary, but it presents a key problem that also includes the software involved: the management of the load and assignment by the task scheduler for each type of kernel. The most obvious question would be: how does the processor know to which type of core and which of them it should assign each workload and with which instructions it should work? It's certainly a great question, but for that we have to put the depth of the problem into context. The complexity between hardware and software Windows-11-Intel One of the peculiarities of the new Intel architecture is that it does not get along very well with "old" operating systems. It works smoothly, but the performance is not exactly the same and this is entirely the software's fault. Windows 10 and the current versions of Linux do not have, for now, a kernel adapted to a new task scheduler from the blue giant called Thread Director, which we already talked about in depth in its corresponding article, but which at the same time is totally linked to protagonist of this. Intel EHFI 1 Intel EHFI 2.1 Intel EHFI 2 So if only Windows 11 is ready for Alder Lake, what about the other OS? Well, as we say, they are not optimized and require a profound change if you want to take advantage of the new benefits of these CPUs. The problem lies with the operating system programmer, since this is the one who decides which of all the free logical processors can work with the software thread that is intended to be assigned. The options in this case are only two: The OS decides that the free logical processor will be the one with the maximum performance because it is the least time it will take with that kind of thread because the system is high performance. The OS decides that the free logical processor has to be a high-efficiency one because for that kind of thread it is more optimal since the system is programmed to be as efficient as possible. And here comes the explanation of Intel for the simple calculation of a task, since when there is this position of choice by the programmer of the operating system between two logical processors of the CPU, both are variables as i, j, k1 and k2. Intel EHFI 3 The performance ratio would be calculated according to Intel as: Perfijkx = Perfikx / Perfjkx, while the efficiency ratio for this problem would be calculated as Energyijkx = Energyikx / Energyjkx. Therefore, the OS has a lot to say here since following the example above the programmer could determine in the hypothetical case that Perfijk1> Perfijk2. So software thread k1 would go to logic processor j, while K2 would go to logic processor j. What if two software threads belong to the same ID? Well, very simple, since the OS programmer can choose several logical processors of performance or efficiency to carry out the assignments. This is how the loading and balancing of software threads is correctly distributed by the Windows 11 operating system. So what is EHFI? Intel EHFI 4 EHFI is the abbreviation for Enhanced Hardware Feedback Interface or translated into our language would be Improved Hardware Feedback Interface and it is precisely the set of instructions that manage to guide the kernel programmer (Windows 11 for now exclusively) on the location of the loads of work that determines the OS between the logical processors of the system, that is, between cores and threads. These instructions are loaded when the operating system starts and are hosted as non-paged memory. These instructions are stored as a table that is assigned to the lazy-write memory so that once said load is finished and they are enabled by the OS and the Intel Task Scheduler (Thread Director), it is when it starts to work to distribute OS workloads. Game Informations : Developer: Matt Purslow Platforms: PC Initial release date: October 16, 2012 at 7:33AM PDT While Inazuma Eleven on the DS is a role-playing game, Strikers on the Wii is all about the football. Styled as an arcade soccer game in a similar vein to Mario Strikers Charged, Inazuma Eleven Strikers has you and up to three other friends battle it out on the pitch for supremacy. The game certainly retains all the energetic fun of the anime and DS games with its bright, cel-shaded visuals, but monotonous voice acting, weak characters, and a lack of depth make this Wii spin-off a tiresome experience. No Caption Provided Matches consist of football game staples, with passes, tackles and shooting dealt with in real-time. The key to Strikers, though, is the Inazuma Gauge that each character has. By spending TP points (essentially mana), players can unleash special moves such as blasting the ball forward with a tornado of fire, causing a mirage to trick another player, or blocking a shot with a summoned spirit. These colourful attacks certainly add to Strikers' charm, but while they're impressive for the first few matches, you soon tire of the unskippable animations. The attacks are energetic, certainly--but they pause the match, constantly disrupting the flow of the game. You can dribble and pass through the field without the use of these attacks, but actually scoring a goal is almost impossible without them. Skills are based on a simple RPG statistics system. Playing matches helps level up your players, and bolsters their friendship bonds to unlock new bonuses. These could be a variety of co-op skills that offer a powerful attack based on two players working together, but many upgrades are simply worthless stat increases that never seem to have an effect on gameplay. Even worse is the awful voice acting. Players have barely a handful of phrases to shout, and they become tiresome even before the first match has come to a conclusion. The main offender, though, is the match commentary provided by character Chester Horse Junior. While he always has something to say, from simple goal saves to announcing a hat-trick, he always uses the exact same phrases, and within a few matches you can predict his entire script. Put a few hours into Inazuma Eleven Strikers and your nightmares will be haunted by this annoying little twerp. Commentary issues aside, the on-pitch action can be fun, especially if played with others. Multiplayer is played either competitively or cooperatively, with co-op players taking on the role of the team's manager and coach to provide buffs to the main player's actions. It's hardly as glamorous and involving as actually kicking the ball, but it is a welcome touch. Criminally, multiplayer is entirely local, with no online capabilities whatsoever; if you want to play with a friend, you better give them a call and ask them to come on over. A clever feature that makes local-only less of a sting is the fact that you can play 'away' matches on a friend's console by downloading your team onto your Wii remote and taking it with you--it's like last-generation memory cards all over again. Inazuma Eleven Strikers has a bigger flaw than dodgy commentary and shallow RPG stats, though. Considering its heritage as both an anime series and a DS RPG, you'd think there would be some kind of narrative tying it all together. But it's just not the case. Not even the club mode that sees your team climb the ranks has even a tiny narrative framework, and it makes the whole thing feel hollow. The game has a colourful cast of characters that fans know from the TV series, but they never get a chance to show off their personalities, or pat each other on the back after a match, never mind express their minds to their teammates. Considering one of the game's central mechanics is to improve friendship bonds, the lack of narrative is a missed opportunity to see those reflected in at least some cut-scenes between matches. The result is a game that's nothing more than shallow experience, and you become frustrated that despite levelling up characters and unlocking new competitions, it never feels like you're actually going anywhere--matches many hours into the game feel no different to those played in the first ten minutes. While fans who've never missed an episode of the Inazuma Eleven anime may rejoice in seeing their favourite characters taking to the pitch in cel-shaded 3D, the lack of personalities and the shallow nature of the experience may leave them cold. For anyone unfamiliar with the likes of Mark Evans and Jude Sharp, Inazuma Eleven Strikers is a mildly entertaining arcade football game, but your money would better be spent on the likes of Mario Strikers Charged. System Requirements CPU: Core 2 Duo or equivalent - 3.0 GHz or higher. CPU SPEED: Info. RAM: 4 GB. OS: Windows 7. VIDEO CARD: NVidia Geforce FX 5500 or AMD Radeon 9500 or Intel HD Graphics. PIXEL SHADER: 2.0. VERTEX SHADER: 2.0. SOUND CARD: Yes.

The President of the Republic, Pedro Castillo, will meet this Friday, December 3, with leaders of five political parties that have representation in Congress, as part of the round of dialogue that will take place before the debate on the vacancy motion in her against. According to the press secretary of the Government Palace, the talks will begin at 4:30 p.m., after the head of state concludes with his participation in the 16 Executive GORE that is held in La Libertad. The official agenda details that Pedro Castillo will meet with the president of the Somos Peru party, Patricia Li, and with the president and congressman of Podemos Peru, José Luna Gálvez. He will also do the same with the legislator Flor Pablo as representative of the Purple Party, and with the former presidential candidate and president of the Alliance for Progress (APP), César Acuña. Finally, he has included the president of the Avanza País party, Aldo Borrero, in the round of talks. The Government reported this Thursday that Pedro Castillo will hold meetings with the leaders of the political parties that are represented in Congress on Friday, December 3 and Monday, December 6. "During the meetings, issues such as economic reactivation, the fight against the pandemic, response actions in the face of the earthquake in the Amazon, and political stability and governance will be addressed," said the Executive. The conversations with the political parties Peru Libre, Fuerza Po[CENSORED]r, Renovación Po[CENSORED]r, Acción Po[CENSORED]r and Together for Peru remain to be confirmed. Presidential vacancy This round of talks will take place before the plenary session on Tuesday, December 7, when the admission of the presidential vacancy motion raised by three opposition benches (Avanza País, Fuerza Po[CENSORED]r and Po[CENSORED]r Renovation). The motion indicates that Pedro Castillo Terrones should be removed from office due to permanent moral incapacity, adducing seven points, among which is the investigation of money laundering against the Peru Libre party, questioning of the appointment of ministers during his tenure, and the investigations for alleged pressure exerted on the Armed Forces and Sunat. If there are 52 votes in favor, the vacancy motion will be admitted for processing and the head of state will be summoned to exercise his right to defense before the plenary session. https://gestion.pe/peru/politica/pedro-castillo-se-reunira-con-somos-peru-podemos-peru-partido-morado-app-y-avanza-pais-nndc-noticia/

It is not the first time that joint custody of an animal has been granted to members of a separating couple. It was already done, for example, in 2019 in a resolution of a Court of Valladolid, in which the criterion for reaching such a decision was the ownership of the animal, that is, joint ownership. However, if it is the first time that after the breakup of the couple, both are declared "joint owners" and "co-keepers" of the dog and not joint owners. Indeed, the Court of First Instance No. 11 of Madrid has established joint custody of the dog, taking into account the existence of an affective bond between the two members of the separated couple and the animal (access the sentence here). In this way, as indicated by Lola García, a lawyer for the Law & Animals law firm, which has won this case, it contributes to de-objectifying animals. "It is about opening a path towards the recognition of interspecies families, where non-human animals are perfectly integrated and have great importance within the family," explains García. To achieve this approach, says the lawyer, “we are based on the 1987 European Convention for the Protection of Companion Animals that Spain ratified in 2017 and which entered into force in 2018 (that is, 30 years later) instead of our code. civil". And it is that the reform of the civil code that recognizes that animals are not things but sentient beings, is still pending publication after approval by Congress and the Senate. A reform that García describes as very important, since "it will imply that the welfare of the animal is taken into account together with that of those responsible, as a criterion when establishing its destiny in separations and divorces". https://elpais.com/economia/2021/12/03/mis_derechos/1638534264_175397.html

The November Macroeconomic Expectations Survey indicates that the inflation expectations of economic agents for this year are between 4.1% and 5.8%, a reflection of the recent increase in the inflation rate due to transitory supply factors. For the year 2022, the expected inflation rate is above the target range (between 3.2% and 3.6%), while for 2023 it is between 2.8% and 3%, within the target range. The 12-month inflation expectations of economic analysts and the financial system went from 3.61% in October to 3.71% in November. These inflation expectations have been located 84% of the time within the target range in the last 20 years, according to the BCR. The groups consulted project a GDP growth between 8.5 and 12.7% for 2021, and an increase in economic activity between 2.3% and 3.2% for 2022 and 2023. Indicators In November, 9 indicators out of a total of 18 were located in the optimistic segment, while this figure was 10 in the previous month. The current situation indicators show mixed results, while those for expectations at 3 and 12 months mostly show a decrease compared to the previous month, with the exception of hiring of personnel at 3 and 12 months. Exchange rate The expected exchange rate surveys for the month of November show levels between S / 4.00 and S / 4.10 for 2021; and between S / 4.01 and S / 4.25 for the next two years. https://gestion.pe/economia/expectativas-empresariales-se-desploman-en-noviembre-segun-bcr-noticia/

Parallel to the fight for the supremacy of the CPU and the GPU that have the big ones throwing darts continuously there is another one that we have discussed in depth and that now appears a new competitor: Razer. And it is that the gaming peripherals brand has teamed up with another large one in the sector to put aside the big three and they already have a very advanced and innovative developer kit, since it integrates the new and expected Qualcomm Snapdragon G3X. What can you expect from a portable console already focused on 2022? Well, logically portability, power, battery, good consumption and integration with multiple platforms. Although it does not have a commercial name, the Razer and Qualcomm console points high for the few features that have been revealed, especially the central pillar SoC of the same. Premium portable console features Qualcom-Snapdragon-8-Gen1-2 As leaked, Qualcomm is going to focus this new chip on exclusive use for gaming, so this implies a leap in certain areas that, indeed, this new Snapdragon G3x will have. First of all, the console will be equipped with a next-generation OLED screen with HDR and support for 120 Hz, which is a great starting point without a doubt since the size should be between 8 and 10 inches for your screen. Another key feature will be the inclusion of a USB-C and DisplayPort port on it, which logically gives a new use to said console. The battery is another of its strengths, since no less than 6000 mAh is advertised, so the efficiency will mark the hours of use. Qualcom-Snapdragon-G3x-Gen1 They could not miss Wi-Fi 6E and Bluetooth 5.2 signed by Qualcomm, as well as its sound technology and possibly its 1080p webcam. We will not go into the form of the console itself, because surely the design will change in its final version as happens in this type of case as it is a development kit. You just have to look at the PS5 to know that they don't have much to do with it. Qualcomm Snapdragon G3x Qualcom-Snapdragon-8-Gen1-3 The jewel in the crown is undoubtedly the SoC, which will have the 7 Gen of the brand's AI-Engine and the 3rd Gen for the Sensing Hub. The benefits of this new Snapdragon G3x are heart-stopping, since according to the company itself it exceeds the current top of the range by 20%, being no less than 30% more efficient. How can that be in a single generation jump? Well, because it will use a 4 nm manufacturing node that according to rumors belongs to TSMC. If CPU performance is a huge leap, that of the Adreno 4th Gen GPU is no less: + 30% performance and + 25% energy savings. Qualcom-Snapdragon-G3x-Gen1-2 There are no terms of performance in numbers right now, but it does seem that the Vulkan would see its performance rise by over 60% compared to current SoCs. In principle and as leaked, the NDA should fall shortly and be presented as a prototype in not too long, perhaps at CES 2022? It is possible, in any case it seems a serious competitor for other models such as Steam Deck, since it will support Xbox Game Cloud and local streaming even from PC.

Game Informations : Developer: Carolyn Peti Platforms: PC Initial release date: October 12, 2012 at 7:21PM PDT When it was first announced, Ultima Online: Third Dawn seemed to have a very simple purpose. It would give Ultima Online a much-needed facelift to keep hard-core players interested and also to attract some new ones, all to bide time for Origin's eagerly anticipated follow-up, a game called Ultima Worlds Online: Origin. But then Electronic Arts pulled the plug on Ultima Online's would-be successor, and thus the context for Third Dawn changed dramatically. While the game originally seemed like a modest but respectable update to the long-running massively multiplayer role-playing game, Ultima Online fans are now left to wonder whether this is it. To be sure, Third Dawn represents a significant change in the basic design of Ultima Online. Specifically, it strips out the original 2D graphics engine and replaces it with a 3D polygonal one. The results, though mostly for the best, are nonetheless mixed. While the new 3D engine allows for some very cool effects--for example, the glowing particles during spell animations--the visual quality of many items in the game has actually gotten worse. For instance, the player portrait artwork (the "paper doll" used for equipping items and so forth) is not particularly impressive. Although each type of weapon, shield, and piece of armor has a unique look, few of these things actually look very good. Characters' faces are nicely detailed in the new engine, but things like chain mail are rather ugly. Thanks to the 3D engine and some new motion-captured animations, combat looks much more impressive than it did in the original 2D game. Characters swing their weapons with fluidity and even get beaten down with equal grace. The appearance of most monsters has also been dramatically improved with the new engine. Dragons look especially good, but even weaker creatures, such as orcs and ratmen, are very nicely updated. Those creatures that don't look as good, like the silly new earth elementals, are the exception rather than the rule. The new engine also lets you zoom in on the action, which has little function but for giving you an up-close look at monsters or other players. The world itself is somewhat better looking than before, thanks primarily to the newly designed trees, which add much greater depth to the visual appearance of Britannia. Unfortunately, Third Dawn still suffers from some annoying problems with its terrain, and a few of these have been around since the earliest days of the original game. These include patches of wildflowers that cause the player to rebound while running, as well as odd terrain elevation differences that can completely hide a dead monster's body. Another change in Third Dawn is the revamped interface, which features a handy toolbar that runs across the top of the screen. This bar includes buttons for the paper doll, your inventory, a list of your skills, and a pull-down menu of numerous social animations you can use while interacting with other players. These include things such as "vigorous arguing" motions and elaborate bows, and they're all generally quite well animated. The backpack graphics for your inventory, as well as the graphics for other containers found throughout the gameworld, have all been replaced with generic gray windows labeled with icons. So if you double-click on a dead monster to loot it, the icon on the gray window is a skull. Or if you double-click on a backpack to look inside, and the image of a bag appears as the icon. This change does make the game look more refined and definitely provides a more consistent styling to the interface, but many players have complained about how bland this looks in Third Dawn--so the switch has not been universally welcomed. The other significant addition in Third Dawn is the new land of Ilshenar. This new landmass promises to offer new monsters to fight and new weapons and armor types to discover. It can be accessed only through moongates, which now use a convenient menu system that lets you choose your destination quickly and easily. Mark, recall, and gate spells do not work on Ilshenar, and many of the monsters there are quite powerful. This makes it more suitable as a high-level character's stomping grounds. One of the best things about Ilshenar is that there will not be any player-built housing allowed on the new landmass. This should make it a po[CENSORED]r place for players looking to get away from the mainland areas, which are now glutted with houses no matter where you explore. Though many players clearly like the housing features, the buildings simply take up too much room and are far too numerous on most servers. But that's the least of the game's problems at the moment. It's true that Ultima Online: Third Dawn is a solid update of a game that has evolved into a fine online role-playing experience. But compared with the competition--both currently available and forthcoming--Third Dawn doesn't have all that much to offer. Although the switch to a 3D engine may be seen as an attempt to attract new players, Third Dawn is nonetheless best suited for Ultima Online's current users (who can upgrade for $9.95 or get it for free if they participated in the beta tests). That's because, despite Third Dawn, Ultima Online still isn't easy to get into; it's an acquired taste, which many acquired back when there was nothing else available or similar. But now, anyone entering Britannia's universe for the first time will probably find the world less appealing and less novice-friendly than those of EverQuest and Asheron's Call, to say nothing of the many other online alternatives currently in development.
